The International Criminal Court - Background Information

 

The International Criminal Court (ICC) is an independent, permanent court that tries persons accused of the most serious crimes of international concern, namely genocide, crimes against humanity, war crimes and crime of aggression. The ICC is based on a treaty, the Rome Statute, joined by 123 countries.

 

Public Information and Outreach Section

The Public Information and Outreach Section (PIOS) ensures that the proceedings are accessible to the public, raises awareness and promotes an understanding about the Court’s mandate and activities with the ultimate goal of getting support. It does so in relation to a number of target audiences across the globe, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction before the Court; and key stakeholders such as legal communities, academics and non-governmental organizations. PIOS achieves its objectives through the use of a variety of communication means including granting interviews to media, press releases and production of other publications and audio visual materials as well as through the website and new social media platforms. PIOS is also responsible for the organization of campaigns, events, and visits ranging from general groups to high profile visitors.

AV Unit

The Audio-Visual Production Unit creates video and audio summaries of the hearings as well as TV and radio programmes and documentaries of main judicial developments. This material is used by the outreach staff in the field and targets the affected communities but also international media, NGOs, academia and the legal community. The Unit also supports other Sections and organs of the Court in the recording of interviews, speeches and presentations of elected officials as well as all type of events, press conferences and ceremonies taking place at HQ and, on exceptional basis, in the field. The AVU produces ICC promotional videos and all audio-visual content for the website, social media and for digital specific campaigns.

 

Below is the list of three required services to be delivered by the selected vendor on a one-year period:

Maintenance of the editing computers

Currently AV Unit has 4 editing stations and 3 field editing laptops. Editing stations comprise of 2 MacPro, 1 iMac and 3 MacBooks (for the field editing), and 1 MacG5. AVID is software used for video editing.

The selected company will be responsible for the regular maintenance of the editing computers. The ideal vendor should be able to plan and foresee required maintenance, so as not to disrupt the Unit’s work, and be able to respond immediately to unforeseen problems, fixing them before said problems impede the work.

 

The selected vendor will be notified in writing by ICC designated representative of any identified problems in relation to the above equipment. The selected company should execute work in time, accordingly to the written agreements.

The maintenance includes 6 emergency visits to the Court in The Hague during one calendar year (must be present at the Court within 36 hours from the time the emergency has been communicated to the company) and on line support any time during the year, as needed (24/7 including weekends).

Maintenance of the storage servers 

Editing computers are connected to EditShare servers (XStream) and AVID Nexus storage servers.

The selected company will be responsible for the maintenance of the storage servers. This includes 6 emergency visits to the Court in The Hague (must be present at the Court within 36 hours from the time the emergency has been communicated to the company), as above mentioned, during one calendar year and on line support any time as needed (24/7 including weekends) as well as annual maintenance/ renewal of the licenses for the servers.

AVID software licenses

Maintenance company will also be responsible for the annual renewal of the AVID software licenses for 6 stations and advise on upgrades to the new versions. The company will be also responsible for the renewal of Wirecast licenses and for the provision and the renewal of Boris FX, in addition to delivering training in use of Boris FX.
