Set up and running of networks in the Pacific Islands to prepare for implementation of the Regional Framework for Mental Health.
BACKGROUND
Inspired by For the future, and aligned with the global mental health and sustainable development agenda, a new Regional Framework for the Future of Mental Health in the Western Pacific 2022–2030 will be submitted for consideration by WPRO Member States during the 73rd Session of the Regional Committee Meeting. Informed by back casting and co-created through dialogue and consultation, the new framework extends the vision behind For the Future to the mental health agenda and is envisioned to support Member States in designing national strategies, plans, and policies on mental health, strengthen political advocacy for greater resources and commitment, encourage coordination and collaboration by setting priorities, and help build back better towards mental health systems that are more resilient to future health emergencies.
The purpose of this consultancy is to set up and support 2 mental health networks (PIMHNet and one for WHO Country Office staff working in mental health) to work towards implementation of Regional Framework for the Future of Mental Health in the Western Pacific 2022–2030. The first network, the Pacific Island Mental Health Network (PIMHNET; launched in 2007) aims to facilitate and support activities that contribute to sustainable mental health capacity and is compromised of mental health focal points from Ministries of Health across the Pacific Island Countries and areas. The second proposed network is comprised of WHO Country Offices mental health focal points across the Pacific Island Countries.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
WHO Division of Pacific Support are looking for a consultant to support with set up and running of networks in the Pacific Islands to prepare Member States and WHO Country Office staff for implementation of the Regional Framework for Mental Health.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1.1: Support PIMHnet members to prepare for implementation of Regional Framework for Mental Health in the Western Pacific
Output 1.2: Support WHO Country Office NCD focal points to prepare for implementation of Regional Framework for Mental Health in the Western Pacific
Output 1.3: Support with establishment of network of mental health experts in the region who can support Pacific Islands to work towards implementation of Regional Framework for Mental Health in the Western Pacific.
Deliverables: Written monthly document outlining work that has been conducted towards above outputs.
METHODS TO CARRY OUT THE ACTIVITY
Methods are listed, but not limited to, the below:
- Provide support in set up, facilitation and documentation of webinars for both the networks
- Co-create a plan for how to support implementation of the Regional Framework for Mental Health with Member States and WHO Country Office NCD focal points.
- Create and disseminate at least 3 case studies of ‘good practice’
- Document network meetings and disseminate
- Set up of online shared folder for shared tools and resources
- Maintain mailing list for each network
- Create and maintain a list of mental health experts in the region
- Coordinate and attend regular meetings with Western Pacific Regional Office colleagues to ensure mental health network aims are lined up with those in Regional Office.
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: Postgraduate degree in psychology, social sciences, public health or related discipline.
Desirable: Postgraduate training in public health.
EXPERIENCE
Essential: At least five years of work experience in public mental health.
Desirable: Previous experience within UN or other International Organizations.
LANGUAGES
Written and spoken fluency in English (Read – Write – Speak / "Advanced" level) is essential.
ADDITIONAL INFORMATION
Place of assignment
There is no determined place of assignment. The contractual partner can be based anywhere and conduct work remotely where required. The contractor will be required to work Fiji hours.
Duration of contract
15 May 2022 - 31 December 2022
Travel
The Consultant is not expected to travel to carry out this assignment.
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
