RFQ/2022/41544 Q1 - In reference to what was mentioned in the scope of work for the project, you have indicated that the contractor bears all responsibility for the design of the lightning arrester system and that UNOPS is the one who designed all parts of the system, so please clarify the following1- Do the international criteria and standards for the design of the lightning rod system been applied?2- Was the historical map of the intensity of lightning strikes in the region taken into consideration?3- Were the building height as well as the heights of neighboring buildings taken into account during the design?Ans 1 - Please note the design is an indicative design and in case you require additional system parts please include them in the quotation submitted, the supplier is in charge of the system from any lighting stricks. As for the grounding system, please explain the following1- Was the presence of grounding for the internal network of the building taken into consideration?2- Was a test of the soil resistance of the region carried out according to international criteria and standards?3- Please explain what is the mechanism for pricing the earthing system, since UNOPS has predetermined the number of earthing points, which are considered insufficient to cover all the needs of the system, especially in large centers.Ans 2 - Please note the design is an indicative design and in case you require additional system parts please include them in the quotation submitted, the supplier is in charge of the system functionality and warranty.   Regarding the issue of batteries, and as stated in the scope of work of the project that the contractor bears the responsibility of re-managing the batteries according to the environmental section, please explain the following:3 - What is the environmental point mentioned in the item and what is the method approved by UNOPS to re-manage the batteries and who bears the costs of this process, given that the warranty for the batteries is for two years, while the life span of the batteries is not less than nine years.Ans 3 - Please consider this in the price you submit as this is a requirement needed by suppliers to fullful. This shall form part of the official solicitation documents. RFQ/2022/41544 Q1 -   As indicated in the Bills of quantities in the 3 lots, the total quantity of the solar panels is 276 pcs which is estimated to be stuffed in 1x20' container during the shipment. Our principals confirmed that  only (270 pcs) 330W can be accommudated and stuffed in 1x20' container. So, in case of contract award, Can we supply l the balance 6 pcs panels locally with Tier 1 but of different brand and manufacturer.Ans 1 - No that will not be accepted the full system has to be same brand and spec's.Best Regards

Is the increase in demand for power surges taken into account?Ans 13 - Please clarify further why you are requesting this document and refer to the scope of work in which article this is required or mentioned.  14-What are the specific and clear responsibilities of UNOPS for design work?Ans 14 - The design is solely the responsibility of the UNOPS team, please stick to the design.  15-What are the considerations, standards and requirements that have been taken by UNOPS when designing the system for the protection system against lightning, lightning and grounding, and to confirm the existence of a grounding system for the building?Ans 15 - The design is solely the responsibility of the UNOPS team, please stick to the design.  16-In the batteries item, it was mentioned that the batteries must have a certificate from a third party. Is it meant to be tested when ordering the shipment, or is it enough to suffice with the previously available certificates from the factory?Ans 16 - A manufacturing certificate is sufficient.  Question: 17-At Amran Center and Al Wahda Maternity and Childhood Center in Taiz, we notice that the panels are not oriented towards the south in another way, azimuth is not equal to 180 degrees, but rather 90, whether positive or negative, and this will affect the efficiency of the system. Please explain whether these designs are being moved forward or require revision.Ans 17 - Taiz is correct in directions and Amran we will update documents with correct directions.  18-In the technical specifications, it was mentioned that the arrester must cover the panels. Note that in the health center in Amran, three arresters were approved, while in other centers only one arrester was approved. Please explain what is the reference to be referred to in determining Whether the arrester covers the panels or not?Ans 18 - The design is solely the responsibility of the UNOPS team, please stick to the design. 19-In Lot No. 2, it was mentioned in Item No. 21 that the generator must have a capacity of 53 - 63 kilowatts, but in the specification file it is mentioned that it is 250 kilowatts, please clarify.Ans 19 - Document will be updated and specification with correct specs.  20-AC cabling boxes, it was noted that the sub-circuit breakers of each inverter were set at the same value as the main circuit breaker of the box. Please clarify.Ans 20 - Circuit break of each inverter is 2  poles single phase while the main circuit breaker is  4 poles 3 phase.  21-In Lot 2 in the New As SDB diagram, we noticed that the main circuit breaker is 4P and there is some circuit breakers 2P. Please explain how the installation will be done, as the As SDB is 3-ph.Ans 21  - Refer to the tender drawings which are designed accordingly.22. What is the contact form for supplies of goods and the contract form for works and services?Ans 1  - The contract will be a Minor Works Construction Contract This shall form part of the official solicitation documents. RFQ/2022/41544 Q1 - Is the capacity of the PV panel should be 330W or we can provide more than, with a similar total capacity of the project and different QYT?Ans 1 - Yes, you can provide a PV size of more than 330W and the selected size shouldn't affect the charge controllers.This shall form part of the official solicitation documents. Request of extension from both the suppliers, technical team until the end of Ramadan and also Eid holidays to obtain the maximum No. of participation from suppliers, extension includes both clarifications deadline to 28 April 2022 and also 8 May 2022. 2. update and add additional documentation as requested in a prebid meeting with suppliers.3.
