Description

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with the successful bidder to implement an Organizational Change Management process at the UNAIDS Secretariat headquartered in Geneva, Switzerland. The successful contractor will devise and execute a staff-centered change management plan based on UNAIDS’ five alignment objectives in order to empower staff and facilitate successful adaptation to the new UNAIDS.

The UNAIDS Secretariat has embarked on an ambitious process of organizational change, and is seeking an organization support the operationalization of a new structure and more lateral ways of working. Through this change, the Secretariat aspires to increase collaboration across functional areas and geographic locations, including using matrixed reporting lines and communities of practice, maximizing the use of UNAIDS’ expertise and knowledge as it supports countries and communities. The restructuring is in response to a new and powerful Global AIDS Strategy, which was approved by UNAIDS’ governing body in March 2021. This visionary and evidence-informed plan, centered around eliminating inequalities, guides UNAIDS’ work as it galvanizes actions to end the AIDS epidemic worldwide by 2030. Also under way is an organization-wide culture transformation process, aimed at building an equal, safe and empowering UNAIDS utilizing feminist organizational principles and an anti-racist lens. This work aims to ensure that the internal UNAIDS culture is reflective of its external vision of ending inequalities, and that all staff demonstrate the UNAIDS values (commitment to the AIDS response, integrity, and respect for diversity) in the way that staff work together, and the way we interact with our partners and the communities we serve. It aims to build an internal culture of equality

The UNAIDS Secretariat has a global workforce of approximately 700 staff, with offices in nearly 80 duty stations worldwide. Its central office is in Geneva, Switzerland. The organizational alignment process, comprising both structural and non-structural change elements, was initiated in 2021. It aims to achieve five objectives, i.e. that UNAIDS is:
(i) Aligned with the AIDS Strategy and achieving its highest impact.
(ii) Financially sustainable and more cost effective.
(iii) Diverse and inclusive and therefore legitimate and credible.
(iv) A knowledge driven Secretariat that optimizes its world-wide expertise and staff through the use of digital technologies in its work; and
(v) Is aligned with the UN Reform, principally within its work on pandemic preparedness

Overall deliverable: Devise and execute a people-centered change management plan based on UNAIDS’ five alignment objectives in order to empower staff and facilitate successful adaptation to the new UNAIDS.
Specific deliverables include:
i. Comprehensive and adaptive change management, skills-strengthening and team building efforts within the organization including targeted and differentiated focus to meet the needs of specific teams.
ii. Input to the staff development team on the strategic learning and coaching programmes in place for staff at various levels, including staff in leadership positions, to incentivize and sustain behaviour change to instill a continuous learning culture and therewith support positive outcomes across the organization;
iii. Examining and facilitating understanding and uptake of new ways of working such as attitudinal and behavioural adaptations to supervision and reporting lines, matrix management, networked teams, knowledge management, and continuous learning;
iv. Identifying and addressing uncertainties, challenges, risks and dynamics that may frustrate and demotivate staff, leading to weak outcomes of the change, by increasing resilience at individual, team and organizational levels;
v. Embedded elements to strengthen UNAIDS as a knowledge-driven, in order to sustain the change momentum through the next several years, and to optimize tools for change (e.g. digital technology)
vi. An evaluation process into the transformation, in order to assess its outcomes on UNAIDS culture and practices
vii. Culturally appropriate approaches to address healing and reconciliation needs of teams and individuals that will be heavily impacted (e.g will be evolving and relocating to new duty stations simultaneously), in the context of those which will experience less change;
