Description
The United Nations Support Mission in Libya (UNSMIL) requires interested and qualified private and commercial vendors to submit proposals for entering into an agreement to provide extensive roof repair, in order to fix all damages and leaks for its HQs along the Gurgi Road, former ECA premises (African Centre), Tripoli, Libya. Requirement 3. The contractor shall clean/wash and repair the entire roof, roof structure, parapets, beams, gutters and downpipes, and re-surface the entire roof with bitumen. The roof consists of concrete slaps surrounded with parapets and covered with bitumen sheets or tiles. The roof/roof structure is consisting in total of 4.500 sqm and needs extensive repair/fixing. Scope of Work and Specifications 4. The contractor shall perform a site inspection with the UN project officer, identify all critical parts of the works and provide a brief method statement. 5. The contractor shall provide all materials, tools and equipment. Note that the UN project officer has to approve all materials (prior commencement). 6. Note that the contractor has to implement international/acceptable Health & Safety standards and has to comply with all ‘Work at Height’ regulations and manuals. 7. Note that the contractor shall secure/improve the existing ladder/roof access system. 8. The contractor shall clean/wash the roof from all trash/debris/obstacles/sand and dust. 9. The contractor shall repair all concrete beams and parapets on all sides. 10. The contractor shall repair all tiles, joints, cracks, holes and other irregularities with appropriate/approved materials. 11. The contractor shall repair joints deeper than 3cm and smaller holes with liquid hot bitumen. 12. The contractor shall repair damaged areas larger than 10cm² with double bitumen sheet layers on the cleaned surface, including treatment of concrete with primer or liquid bitumen, all layers overlapping min. 25 cm with torch welding. First layer thickness ≥ 5 mm, i.e. application class E1, Bitumen PYE, structure PV (on polymer bases) 400g/m², type 200 or adequate. Second layer, thickness ≥ 4mm, slated bituminous sheeting has to be torched on the area of the first layer. 13. The contractor shall resurface the entire roof with an appropriate bitumen layer. 14. Note that the roof is exposed to extreme temperatures and that all materials shall be heat resistant. 15. Note that technical data sheets certifying all bitumen shall be provided to the UN project officer. 16. The contractor shall ensure that all vertically parts of bitumen sheets cover ≥ 25cm on all walls/parapets. 17. The contractor shall repair all damages caused to any adjacent structures with cement mortar and apply two coats of appropriate paint matching the existing wall paint where necessary. 18. The contractor shall paint all (repaired) parapets from all sides with proper oil-paint in UN blue. 19. The contractor shall fix/repair and re-install all poles on the roof-top including cabling. 20. The contractor shall install eyebolts and span one wire Ø 20mm between two main office buildings. 21. The contractor shall repair, seal and replace all gutters and downpipes. 22. Note that all downpipes have to be extended on ground accordingly, in order to drain water properly away from the buildings. 23. Note that the contractor shall comply with all regulations for fire safety, and provide sufficient fire distinguishers class ABC during all roofing works. 24. Repair services within 30 days of contract award are preferred. 25. A UN staff member will be nominated as the Point of Contact (POC) for the contractor and will coordinate with the contractor the service. In this regard, the contractor shall contact UN POC not less than 48 hours prior to the anticipated service date to arrange access to the ECA premises.
