Establishment of Functional Financial Management Systems & Public Procurement System
The United Nations Development Programme (UNDP) - Somalia Office invites interested and experienced organizations (NGOs), training institutions, and private companies to submit their interest to be pre-qualified to develop and implement a Public Finance Management Program that includes accounting and financial reporting; and public procurement pillars for the 2 zones of Somalia (Somaliland and Puntland).
The current governments of Somaliland and Puntland states are keen to reform the public sector, in particular to improve revenue collection, public accounting, and public procurement and oversight mechanisms, all of which are weak. Some work has been done by UNDP Somalia and other international Development Partners, such as the World Bank, DFID, and USAID, AfDB and others. The work that has already been done by UNDP Somalia includes identification of gaps in achieving completeness in accounting and reporting. Furthermore, UNDP supported the recruitment of fresh university graduates of accounting, trained staff on financial accounting and reporting for the public sector, including preparation of financial statements that comply with the IPSAS. Many of the staff of the Accountant General’s and the Auditor General’s Offices for both zones are currently pursuing professional accounting qualification, being sponsored by UNDP Somalia.
The objective of the assignment is to improve public accounting and reporting, and public procurement systems in Somaliland and Puntland. The successful firm shall be expected to design and implement a public accounting and financial management system to improve the quality and timeliness of public accounting and financial reporting and introduce a more efficient and transparent public procurement system
The assignment is expected to achieve the following objectives:
- Improve the systems for accounting and financial reporting in order to realise better quality accounting and timely financial reporting. The accounting system which is currently cash based, single entry system is expected to be transformed into a double- entry modified cash based system, which complies with cash based International Public Sector Accounting Standards (IPSAS).
- Build the capacities of the National Tender Boards and the line ministries on the fundamental principles of public procurements to improve the current procurement system by introducing transparency, competition and value for money in the procurement process. This assignment is also expected to review and build the capacities of the National Tender Boards to enable them take the lead in reforming the public procurement further.
