It is anticipated that the Procurement Division of the United Nations will shortly be issuing a solicitation on the above subject. In this connection, the UN is requesting expressions of interest from qualified carriers/air operators to undertake the provision of long term air transportation services as below; A fully detailed solicitation will be issued by the United Nations New York, to air operators who are registered at the Procurement Division of the United Nations and who are able to satisfy the below general requirements, especially the age limitation, number of aircraft to offer and the passenger / cargo carrying capacity. GENERAL INFORMATION 1. General. 1.1 The United Nations is seeking offers for air transportation services utilizing one long range wide body passenger jet aircraft to undertake worldwide movement of personnel, baggage and equipment as detailed under “Aircraft Specifications Criteria”. 1.2 The intention is to have this aircraft based at a suitable airport proposed by vendors for operational efficiency in fulfilling the UN air support mandated objectives. This can be the vendor’s main operating base if they so choose. 1.3 The primary purpose of the aircraft will be to conduct the movement of military/police contingent personnel between United Nations Peacekeeping missions in Sudan, Chad, Democratic Republic of Congo, Liberia, Ivory Coast, Haiti, and Lebanon and a number of troop/police contributing countries (TCC/PCC) worldwide. 1.4 Air transportation services to be performed shall mainly include the flights in support of the Missions’ Mandate, Concept of Operations and Mission Support Plan. 1.5 The aircraft must be certified by the State of Registry as airworthy in accordance with the standards and recommended practices contained in Annex 8 to the Convention on International Civil Aviation, Airworthiness of Aircraft, and fully meet the specifications set forth herein. (Please confirm this condition is met.) 1.6 The operative positioning date at the main operations base shall be 1 FEBRUARY 2012 or earlier as agreed. (Please confirm this condition can be met with offered aircraft.) PART II AIRCRAFT SPECIFICATIONS AND PERSONNEL REQUIREMENTS 2. Criteria. 2.1. The Carrier must provide, in the bid response, the year of aircraft manufacture, as a part of its approved Maintenance Programme. The requirement is for an aircraft that will be under 20 years old at the end of its two year contract. Therefore, in order to complete a two year contract while still being age compliant, the offered primary and back-up aircraft should not be more than 18 years old at the time of commencing the contract. Aircraft that exceed 18 years of age shall not normally be accepted for this contract, however, as an alternative, at the UN’s sole discretion, 19 year old aircraft may be accepted provided the vendor provides evidence that the 19 year old aircraft will replaced by newer aircraft within 12 months. No aircraft can be over 20 years at anytime in the duration of the contract. (Please confirm this condition is met by identifying aircraft registration numbers.) 2.2. For the primary aircraft offered, the Carrier must have at least one back-up aircraft meeting or exceeding the specifications stipulated in this RFP. Therefore bids must propose a minimum of two aircraft, meeting or exceeding the specifications stipulated in this RFP. (Please confirm this condition is met by identifying aircraft registration numbers.) 2.3. Perform missions for a minimum of 230 passengers with an average of 55 kg of personal luggage each, 500 kg of general cargo and 500 kg of small arms ammunition (Class 1.4S) requiring a total of 80 cubic meters cargo space, excluding the passenger compartment and a payload of 13,650 kg. Due to operational limitations, larger aircraft offering capacity to carry more than 335 passengers will not be accepted. Therefore, only aircraft which can carry a minimum of 230 passengers, but not more than 335 passengers will be considered. (Please confirm this condition is met by providing passenger and cargo capacity of offered aircraft by identifying aircraft registration numbers.) NB: For those air operators who are able to satisfy the requirements, but are not registered with the Procurement Division of the United Nations yet, are encouraged to respond to this request. The United Nations will provide necessary instructions on the vendor registration process.
