New clarification added: Dears,In regards to your clarification:Q12 The Consultant recommends that the scope of works be split into two tendersA12 thank you for your recommendation, but it must remain as one tender) Q13 Following the pre-bid meeting, it is the Consultant’s understanding that the scope for surveys required for Stage 1 – Assessment Report, is limited to data collection, desk-based studies and site visual inspections for data validation purposes, so as to serve the end of preparing a rehabilitation plan/ framework for the identified broader study areas for Beirut (red boundary circa 346ha) and Bourj Hammoud (blue boundary circa 88 ha) in StageThe Rehabilitation Plan will in turn identify a maximum of Six Target Areas. The in-depth detailed survey for the utilities and buildings/facilities within these target areas is not part of the scope. Only additional limited investigations/surveys will be conduct as needed, to serve the preparation of a Spatial Neighborhood Rehabilitation Strategy for each of the distinct neighborhoods identifying interventions with recommendations on the level of rehabilitation compatibility and procedures. Please confirm. A13 (confirmed. Please submit unit rates for the anticipated surveys/tests. However the topographic survey is required for the selected six districts/zones)Please refer to the response above and to section 4.1 in the TOR. The assessment report does not include only what is stated in this question. Q14 It is the Consultant’s understanding that House-hold surveys (door-to-door questionnaires) are only required for the Target Areas (maximum of 6 neighborhoods). While a desktop study will suffice for the broader Study Areas (blue and red boundaries in Beirut and Bourj Hammoud) so as to guide the selection of Target Areas. Please confirm. A14 (confirmed) Q15 It is the Consultant’s understanding that Growth Projections for the Target Areas shall reflect planned densities and capacity of proposed development as it will be defined by area capacity and not market-driven. Please confirm. A15 (confirmed. However, please refer to technical criteria in Annex I; “Prioritization of the facilities and activities that have the highest return on investment (assets and buildings serving higher number of beneficiaries will be prioritized); Q16 Please confirm that the scope of work does not include any design (including design for rehabilitation) of wet utilities, street lighting, electrical/Telecom infrastructure, electrical/Telecom/wet utilities installations for buildings, etc. and the rehabilitation plan will be limited to assessment and description of the required works. New clarification added: Dears,Q1 Please advise if there is a pre-defined budget associated with the rehabilitation works that will be implemented on the basis of the recommendations of this project.A1 A preliminary Budget is pre-defined) Q2 After the explosion of the port, our company provided a lot of site assessment surveys and studies to the relevant governmental bodies free of charge. Please confirm that such contribution could be submitted as part of the Consultant's relevant references. (Confirmed as A2 far as it complies with the TOR) Q3 Please confirm that the type of experience required under assignment is mainly related to assessment and rehabilitation works.A3 confirmed Q4 The scope of works is a bit confusing in terms of the geographic limit of intervention for the two stages. On one hand, the RFP mentions that the Consultant should carry out a detailed survey for the whole areas defined in the RFP and then identify the priority areas that would form the focus of the rehabilitation plan. Other parts of the RFP imply that the Consultant will identify the priority areas during the inception stage of the project and those areas would form the basis of both the detailed survey, assessment, and rehabilitation plan. Please confirm which of the above interpretation better explains the scope of works anticipated from bidders A4 Please refer to point 2. Target area; The selected districts/zone should be within the 3 KM from explosion location, falling under the project's criteria in terms of socio-economic conditions and technical conditions crosscutting with the project's components. However, Please refer to point 3 where it explains that the assessment report refers to identification and determination of the targeted area, in relation with the building, structures, facilities and infrastructure that fall under the Project’s Prioritization and Selection Criteria. Those areas would form the basis of the Topographic survey, and tests as needed. We confirm that tests are required to prove that the integrity of facilities and infrastructure is solid and thus eligible. Please provide the unit rate for the required test for at least one building per zone, max of 2km road, one complete infrastructure network ) Q5 As far as the "Public Building Component" of the project is concerned, kindly note the following:The scope of works calls for cores and testing for the various public buildings falling within the defined limited of intervention as part of the assessment stageIn the absence of a preliminary list of those buildings, it is impossible to quantify or come with an estimate of the number of tests to be undertaken. Thus, it is impossible to submit a lump sum price for the assessment of this component of the projectWe recommend obtaining the list of public buildings from each of the two municipalities and sharing it with the bidders. A5 the list of public buildings and their mapping is part of the survey work required. Consider tests for one public building per selected district/zone as accepted. This test is required to prove the eligibility of the building.) Q6 Regarding the Infra components, the extent of the "as-built survey" requested in the RFP is not realistic in terms of the level of details (superstructure, sub-structures, lengths, dimensions, cross-sections, etc.) required and cannot be executed for the geographic limit of intervention within the RFP defined timeframe. In some areas and more specifically Bourj Hammoud area, the exercise becomes more complicated given the interconnections between public and private networks specifically for the electrical trades. We recommend that this exercise be based on literature available data, previous post-explosion assessment studies (and they are many), and as-built drawings. A6 Any available data, previous post-explosion assessment studies are accepted along with the relevant topographic survey) Q7 Otherwise, the pricing of the survey to be presented on a per Km basis. A7 ( please provide unit rate per Km) Q8 Please confirm if the extent of the rehabilitation is limited to rehabilitating the damages resulting from the "explosion only". In other words, does the extent cover the overall rehabilitation of the asset of concern to acceptable standards regardless of the source of the damage? A8 ( rehabilitating the damages resulting from the explosion only, taking in consideration the integrative approach. In other words, if a facility is damaged as a result of the explosion,but the public garden and the road adjacent to this facility need rehabilitation so as to enhance accessibility and social interaction and security, then that could be considered. In this respect, please refer to the selected criteria annexed to the TOR) Q9 Please clarify the level of design details related to the recommended rehabilitation works? does the scope of work require the submission of design drawings for the recommended rehabilitation works? if so, to what level of details?A9 ( No it does not require submitting detailed design drawings. Please refer to section 4, and 4.2) Q10 The scope calls for the Identification of all public areas suitable for hosting solar panels. In addition, the scope asks for the as-built drawings for roofs/structures/land areas that will host these panels as well as for shading analysis and structural integrity reports. While this scope is doable, submitting lump sum fees for it is impossible especially for the as-built and studies part. We recommend submitting unit rates for those studies.A10 ( please submit a unit rates for those studies) Q11 The scope of the rehabilitation plan is not clear. There is a difference between rehabilitating individual components and proposing a rehabilitation master plan. The former is a focused exercise that could be done as an emergency response. The latter, on the other hand, is more holistic and is rather an urban exercise that would take into consideration aspects that are beyond the emergency response. In addition, while the former could be focused geographically, the latter can only be done at the level of the whole area. Please confirm what are the expectations of the rehabilitation plan phase and the corresponding geographic limit of intervention. A11 ( please refer to section 4.2)Regards,

New clarification added: Dears,Following the prebid meeting, the following points are published for your kind information:In regards to the selection criteria with regard to which buildings are qualified, UNOPS confirms that only public buildings that can be rehabilitated are eligible, if a building structural integrity is compromised UNOPS can not work on such a building.Tax exemption:All quotations shall be submitted net of any direct taxes.UNOPS confirms that a detailed survey is needed to have clear image of the damages and the work needed.In regards to the bidders note that the percentage of assessment vs. the total is only 15% however, UNOPS confirmed that is goes up to 40%.Bidders are requested to send all their clarifications requested during the meeting in writing in order to document and respond to it officially.Regarding the socio-economic study, UNOPS will come back on this component in writing.Best regards,
