Introduction 

UNICEF Zambia is seeking to contract a qualified and experienced institution or joint venture of institutions for consultancy services to Develop the  Case management  information management system for the Social Welfare system in Zambia. 

Purpose 

Support the development of an integrated robust, accountable, efficient, effective and transparent Case management information management system for Social Welfare system in Zambia.

Objectives / Target

The Ministry of Community Development and Social Services houses two databases 1) community-based case management information management system and 2) alternative care information management systems. The community-based case management information management system at present generates aggregate data and tracks case plans of vulnerable children and adolescents, generation of a basic dashboard report and trace referral and access to services including follow up on the child wellbeing. While the alternative care case management information system captures data for children in formal care (Kinship, foster, and institutional care), including family reintegration and adoption.  The next step required linkage between the community case management information system with a more comprehensive statutory state management system (of which the alterative care is part of).  Referral of children from childcare facilities into community case management is not systematically integrated. The foregoing implies significant lack of coordination between the two-information management system.

The Ministry intends to improve case management information system of the existing databases into an integrated information management system to cater for community based (prevention side) and statutory case management (response side). In this regard, the community case management system will require to be integrated/interoperable with the statutory case management system.
