BACKGROUND

Human beings are now living longer than at any time in history. More than 700 million people in the world are over age 65. In 2020, the global population aged 60 years and over (older persons) is just over 1 billion people, representing 13.5% of the world’s population of 7.8 billion. That number is 2.5 times greater than in 1980 (382 million) and is projected to reach nearly 2.1 billion by 2050. Globally, in 2020, two-thirds of older people live in middle-income countries.

Although global life expectancy has doubled since 1900 and continues to rise, there is still a huge gap between countries with the shortest and longest life expectancy. To close the gap, the World Health Assembly adopted the Global Strategy and Action Plan on Ageing and Health in 2016(https://www.who.int/ageing/GSAP-Summary-EN.pdf). It aims to use evidence-based approaches to help older people reach their full potential. Also, the Decade of Healthy Ageing was endorsed by the World Health Assembly in August 2020 and by the UN General Assembly in December 2020 as the UN Decade of Healthy Ageing 2021-2030.This is a tremendous opportunity to coordinate global, national, and local policies with and for older people. To reach the destination, we need to know the starting point. To understand the current situation, "Decade of healthy ageing: baseline report" was published in January 2021 (https://www.who.int/publications/i/item/9789240017900).

More than 240 million of them live in the Western Pacific Region, and that number is expected to double by 2050. In many countries, various challenges associated with the aging of the population have arisen, and various stakeholders, including the government, medical and public health organizations, NPOs, and community activities, are taking measures to address them.

Various surveys are also being conducted to address the problems. These findings will be extremely useful for policy stakeholders and practitioners in countries and regions that will face aging in the future, as they consider the future of their countries. Hence, there is an opportunity to summarize these findings and learn the current status of older adults in our Region, supplementing the “Decade of healthy ageing: baseline report”.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The incumbent/ contractor will 1) summarize existing data in WPR on intrinsic and functional capacity of older adults and 2) draft the outline of WPR baseline report.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT 

Output 1: Develop a list of data set on intrinsic and functional capacity in WPR countries. Examine the relevant data sets within the WPR member countries (mainly Japan, Korea, Singapore, and Australia).

Deliverable 1.1: summary of existing data in WPR on intrinsic and functional capacity of older adults

Output 2: Develop and submit the draft outline of the WPRO ageing baseline report.

 

METHODS TO CARRY OUT THE ACTIVITY

  • • Examine the sampling method of each data set and summarize
    1. Sample size (by age group and gender)
    2. Sampling methods
    3. Availability of dataset
    4. Availability of 52 variables (25 for the intrinsic, 27 for the functional ability) specified in WHO baseline report (https://www.who.int/publications/i/item/9789240017900)
  • • Seek inputs from relevant WHO officers in WHO HQ and WPRO and revise the overview
  • • Draft outline of the report based on the global baseline report.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  An advanced university degree in social or public health sciences

 

EXPERIENCE

Essential: At least 5 years’ working experience in international health, social or public health sciences.

Desirable: Preferably has years of experience and have worked with top Universities, familiarity on ageing baseline report and/ or have good working knowledge of international organizations

 

TECHNICAL SKILLS & KNOWLEDGE

Knowledge on survey of intrinsic and functional capacity, data analysis capacity, good writing skills in English

English
