New clarification added: According to the new typical section drawing provided by you, there is no concrete slab under the asphalt layer (as per Greater Irbid Municipality). Please confirm that there is not concrete slab under the asphalt layer along the asphalt roads. UNOPS REPLY: This question was already answered in the previous clarifications. The drawings reflect the requirements of Greater Irbid Municipality and for any inquiry in this regard please refer to the Technical Specifications.Kindly extend the deadline for 1 week. New clarification added: Dear Sir,Is it requred to add 10 JOD/Meter for the excavated roads in Irbid Municipality according to the new regulations/specifications imposed by Greater Irbid Municipality (local municipality) for all infrastructure projects starting from June 2020. UNOPS REPLY: This question was already answered in the previous clarifications. Any administrative or financial requirements will not apply to the project. Technical requirements will be considered. For the Naturally Occurring Materials schedule you are kindly requested to specify the materials that must be added to this schedule.please clarifyUNOPS REPLY: The Materials that will be used to complete the works in accordance with the Contract Documents of the Project.

The requested Extension of Time is highly required and will result in submission a well-studied Technical and financial offers to the benefit of all project Parties.We highly appreciate granting the requested time extension.UNOPS REPLY: This question was already answered in the previous clarifications. New clarification added: Dear Sir,Please advise if we have to submit the returnable schedules twice once for each lot or we can submit them once for both lots?UNOPS REPLY: The bidder should submit the returnable schedules as required under the checklist tab. Each LOT will be evaluated separately. Therefore, the bidder shouldn't treat both LOTs as one bid.

New clarification added: Dear Sir,for the following requirement :''In addition to the third party inspection test, the pre-shipment and manufacturer inspection and test for water meters factory is obligatory and cost of travelling and accommodation of the appointed members from the Employer for at least (5 persons) in the country of origin for not less than 5 working days excluding travelling days.'' Please clarify the following:1. if the country of origin for the materials that we intend to supply materials from is making a lock down and does not allow any one to travel to during that period because of the COVID-19 what is the procedure in that case, and is there any additional costs we will bear regarding to that.2. you have mentioned that the members that will be appoitend from the employer that will travel for inspection is at least 5 persons, what is the max number of members that may be appointed by the employer that will travel for the inspection.UNOPS REPLY: Q 1: Adhere to the Technical Specifications Section 4.12.13 strictly.Q 2: This question was answered in the previous clarifications, 5 members only.

If the Tenderer is participation in the two Lots at the same time is it required to submit 5 samples for each Lot or its enogh to submit 5 samples for the both Lots.2. Mobilization is listed under provisional item-Bill no.3 in the BOQ where it shall be priced as the provisional items subjected to UNOPS request and may not be used.

UNOPS REPLY: Please refer to the ITB particular " Bidders shall submit a bid security as part of the bid in the amount of USD 100,000 ( One Hundrad Thousand USD) or equivalent in JOD for each LOT in the form set out in the document titled Section II: Returnable Bid Schedules included in the Documents section.- Kindly to extend the submission date by 2 weeks due to Ramadan and COVID-19 situation. Please advise if the bidder is required to provide the documents at the time of tender mentioned in sub clause 4.1.9 page 98 and 4.12.5 page 121 of the technical specification, taking into consideration that you mentioned that it is not mandatory in your answer to Q3 of the pre bid meeting.2.We refer to clause 4.9.2 (House Connections) page 113 of technical specifications in which you stated that “ the work includes the disconnection of the old existing water meter. New clarification added: By referring to the Typical cross-section drawing for pipe, mentioned the thickness of the asphalt layer is 7 cm , and mentioned in the specification the thickness of the asphalt layer is not less than 10 cm. please clarify.UNOPS REPLY: Please refer to the technical requirements of the owner of the road, however the compacted asphalt layer thickness shall not be less than 7 cm for the roads under the jurisdiction of Greater Irbid Municipality, and shall not be less than 10 cm for the roads under the jurisdiction of MPWH.

Vertically: Within the top of the soft backfill layer (Bedding), over the utility at a depth not exceeding 90 cm from the surface of the ground.b. Horizontally: One identifier every (8) meters max. for straight utilities and (3) meters in long curves and where there are more than one pipeline in the area, to the satisfaction of the Engineer."Are both Electronic Identifiers installation methods required together or one of them?UNOPS REPLY: Electronic Identifiers installation is one method, a & b shows the depth and interval.

New clarification added: Reference to Annex 1.3-Preambles to BOQ Rev.1 - Page 3 - Item 1.7 mentioned that "The unit rates and unit prices in the BOQ shall, except where otherwise provided in the Contract cover all the Contractor's obligations under the Contract, such as verification survey (setting-out), ..... and completion of the works including testing, operational training of nominated staff, maintenance during the defects liability phase, and remedy works of detects as specified in Contract." Please indicate the number of staff to be trained and if there are required training courses?UNOPS REPLY: The contractor is required to provide a team of Five (5) well trained personnel on operation and maintenance and those personnel shall be available upon request for any raising matters during the DNP. The courses related to operation and maintenance water distribution network, Health and safety for infrastructure projects (specifically water distribution network).

New clarification added: 1- Reference to the issued Pre-bid meeting notice and Q 5 related to GIM requirements, kindly note that the answer was concerned about the new GIM requirements only. But there are many old GIM requirements such as the following:a- Contractor have to submit a performance guarantee with 10% of the contract awarding value which will be replaced by a maintenance guarantee at time of works completion. b- GIM has the right to keep the submitted a performance guarantee or the maintenance guarantee for 2 years from the date of permit. c- The contractor is responsible to provide GIM staff with a modern transport vehicle in addition to a fully equipped site office caravan. d- The contractor is responsible to pay any overtime for GIM staff if needed. e- The contractor shall bear the cost of any laboratory tests required by GIM. f- Etc.. Kindly to advise whether the above mentioned requirements and the specifications included in the attachment are required from the contractor or not.UNOPS REPLY: The new regulations/specifications imposed by Greater Irbid Municipality came as a continuity of the previous regulations/specifications. Any administrative or financial requirements will not apply into the project. Technical requirements will be considered.

However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot". Accordingly, there shall not be any restrictions to award the two LOTs to the same contractor as long as he passed all evaluation stages successfully.

New clarification added: 1- Please confirm that the requested copy of audited financial statements for the last five years, for years (2019, 2018, 2017, 2016, 2015), whereas most of contracting companies have not issued the financial statement for year 2020 yet, noting that the scheduled time for its issuance is until 04/30/2021 according to the instructions of the Income and Sales Tax Department.UNOPS REPLY: Please refer to the "Criteria" tab "Company’s average annual construction turnover not less than USD 3,000,000.00 or equivalent per annum, for any two of the last five years". Therefore, the bidder is requested to submit the audit financial statements to enable the evaluation for any two of the last five years. 2- According to preamble Preamble & Bills of Quantities – Introduction – it’s mentioned that “The unit rates and unit prices in the BOQ shall, except where otherwise provided in the Contract cover all the Contractor's obligations under the Contract, such as verification survey (setting-out), pipe and valve tracing, indication and marking in the field, preparation of Shop Drawings, labour, materials, supervision, stores management, maintenance, insurance, profit, overheads, risk, taxes and duties for the proper construction and completion of the works including testing, operational training of nominated staff, maintenance during the defects liability phase, and remedy works of detects as specified in Contract”, and according to Tender particulars – Duties and taxes, its mentioned that “all bids shall gross(inclusive) of sales taxes”.
