Consultancy – Support for the implementation of Health Promoting Schools in Tonga
BACKGROUND
In the Division of Pacific Technical Support (DPS), the Pacific Noncommunicable Diseases (NCD) and Health through the Life Course (PNH) assists the Pacific island Ministries of Health with implementation of health promotion interventions. This includes a focus on settings-based approaches, with a particular emphasis on schools. In Tonga the Health Promoting Schools programme has begun standardizing implementation under the leadership of the Ministry of Health and Ministry of Education and Training. There are currently 35 schools implementing HPS.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this activity is to support the implementation of a Health Promoting Schools (HPS) strengthening project in Tonga through supporting a review of the impact of Health Promoting schools, developing a standardized manual for HPS implementation, developing an HPS school-level assessment for ECE, and developing an HPS training module for teachers’ training facilities.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • Support provided to the two lead Ministries (Ministry of Education and Training (MOET) and Ministry of Health (MOH)
- • Support for meetings of national steering committee and technical working groups
- • Support the conduct and analysis of a longitudinal follow-up of the 20 Phase I schools
- • Support the consultation with stakeholders to develop a training module on HPS for teachers’ training facilities
- • Support the consultation with stakeholders to develop an HPS school-level assessment for early-childhood education
METHODS TO CARRY OUT THE ACTIVITY
Output 1: Report on the longitudinal follow-up of the N=20 Phase 1 schools in Tonga
- Deliverable 1.1: Draft of a workplan for implementing a longitudinal follow-up of the N=20 Phase 1 schools, consulted with both MOET and MOH.
- Deliverable 1.2: Draft report summarizing the longitudinal follow-up of the Tonga HPS Phase 1 schools
Output 2: Final national HPS program manual (incl. standard operating procedure and tools to facilitate implementation) in Tonga
- Deliverable 2.1: HPS standard operating procedure developed with input from the National HPS Steering Committee.
- Deliverable 2.2: HPS implementation tools with input from the National HPS Steering Committee.
Output 3: Training modules completed on HPS for teachers’ training facilities in Tonga
- Deliverable 3.1: Consultation completed with teacher training facilities and HPS steering committee on approach, components and inclusions required for the training modules
- Deliverable 3.2: Draft modules on HPS completed (based on Output 2) to consult stakeholders such as the National HPS Steering Committee
- Deliverable 3.3: Final modules on HPS completed (based on Output 2) with stakeholder input integrated as appropriate
Output 4: Final HPS school-level assessment tool for ECE in Tonga
- Deliverable 4.1: HPS school-level assessment tool for ECE consulted with the MOET ECE Unit and the National HPS Steering Committee.
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: A degree in education, health promotion or related field.
EXPERIENCE
Essential:
- • At least 5 years of experience in Educational settings, including experience supporting Health Promoting Schools
- • Experience of working in educational settings on HPS in Pacific Islands and/or Tonga
LANGUAGES
Essential:
- • Fluent in written and spoken English
Desirable:
- • Fluent in spoken Tongan
ADDITIONAL INFORMATION:
Place of assignment
Successful applicant is expected to be based in WHO office in Tonga with possible travel to Suva, Fiji to support cross-country collaboration and sharing of experiences.
Travel
The consultant will be based at the WHO office in Tonga and will be required to travel within Tonga to support the identified schools. Visit to Suva, Fiji to DPS may be required also.
