Description
UNICEF has now issued a [SELECT: Request for Proposal in order to select a supplier for consultancy services as attached Terms of reference Annex B.
This tender will be run through the UNICEF e-submissions system.
By clicking on the blue ‘Express Interest’ button in the UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the ‘contact persons’ included in your UNGM registration. Alternatively, the full UNICEF e-submission system instructions to bidders document is publicly available on the UNICEF supply internet pages here: https://www.unicef.org/supply/index_procurement_policies.html .
In the tender management site, if you navigate to the documents tab and opt in to confirm your intention to submit a Bid – you will then see the mandatory placeholders for documents that must be attached prior to submitting your Offer (you will also see if there are any mandatory questionnaires to complete). As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission.
Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.

Nutrition section feedback
From the description in the objectives our understanding is that objective 1, regarding lessons learnt, good practices and achievements, focuses on the work of UNICEF through the MCNP II program and that Objective 2, regarding nutrition sector’s data processes, ongoing evidence generation initiatives etc, focuses on the nutrition sector at large in Kenya, including UNICEF but also the general Nutrition sector. Is our understanding correct?
UNICEF’s RESPONSE
Objective 1: The action is focused on MCNP II (2018 to date) but may cover MCNP I (2014 to 2018) since some programmes were initiated under MCNP I.
Objective 2: The focus will be on the work done by UNICEF, as a contribution to the nutrition sector. The focus will not be on the nutrition sector.
The ToR describes as one of the deliverables 6 articles for peer reviewed journals. From our experience, acceptance of such articles take up quite some time. Do we understand correctly that the, despite the short timelines after data collection period, the articles have to be accepted? Could UNICEF kindly clarify how they envision this last phase of the project?
UNICEF’s RESPONSE
A finalized KM product for a Policy brief/discussion paper means a final version (validated by key stakeholders).
A finalized KM product for a journal article/supplement means a paper/supplement is revised based on reviewers feed-back and accepted. Contract start and end date could cover a longer period while maintaining the working days as proposed.
From the ToR it is clear primary data collection includes qualitative data collection from Stakeholders in the nutrition sector, however it is not clear if Beneficiaries of the MCNP II should be among the targeted stakeholders. Can UNICEF clarify on this?
UNICEF’s RESPONSE
Programme beneficiaries should not be part of the targeted stakeholders;
To facilitate publication in peer reviewed journal, IRB approval will be necessary.
The ToR doesn’t describe a target figure for the budget, is that something UNICEF can disclose?

Is there a possibility of extension of the deadline with a couple of days?
