New clarification added: Q: Our main contractor hasn’t received the activation link to access UN Global Market although it has completed new registration. Please kindly assist to receive activation link.A: The activation link has been received and activated now, we think. Because we found your main contractor in UNGM, we can send the invitation to them through eSourcing system and they expressed interest. Q: Furthermore, due to the protests and unrest situation in Myanmar, most suppliers are not working at this time and we are having difficulties to get pricing back from suppliers. Therefore, we would sincerely like to request further extension of time for ITB/2021/18760 & ITB/2021/18711.A: The tenders had already extended to 8th of March 2021 for 10 days and will not be extended further.

New clarification added: 1- 300x300mm Precast RC pile and axial capacity 90 Tons –Q: We quested Pile manufacture SCG to check the pile capacity as shown in Structure Drawing No. SO-04. 300x300mm RC pile with 4-DB20 main reinforcement. Concrete grade G40, Rebar 400Mpa. Based on these data, allowable pile capacity is only 69 tons. Can't get 90 tons as specified at BOQ Item 6.Please clarify.A: This was aquired through structural analyis of the design of piles. It can be verified through testing during construction.2- Relocation of TreesQ: In the drawing A1-01, 12 Nos. of existing trees need to be relocated. But when we check on site, these trees are too big to relocate and can't survive after relocation. Therefore, instead of relocation, we propose to remove existing trees and to plant new trees.A: This is operational issue and shall be decided during implementation.3- Soil ReportQ: Kindly provide Soil Report.A: Please find the Soil report (Geotechnical Investigation Report) under documents section. The report will not be part of the contract and the Employer does not warrant and shall have no responsibility or liability whatsoever for the accuracy, sufficiency or completeness of the soil report, or any information given. The bidder shall not rely on and shall be deemed not to have relied on any site data provided by the Employer and the Employer shall not be liable to the Contractor or any third party (whether or not arising out of any negligence on the part of the Employer or any agent or servant thereof) in respect of any inaccuracy, error, omission, defect or inadequacy of the report. 4- Welding Test UT/RT is specifed in specification 12.5.5. But it is not included in BOQ item 12 structural steel.Q: Should Welding Test cost be included in BOQ Item 12 unit rate?A: There will not be a separte rate for testing. As indicated under sub-clause 4.9 of the contract, the Contractor shall institute a quality control system to demonstrate compliance with the requirements of the Contract. In this case the contractor has to proof that his welding complies to the requirement through testing at his own cost.

Please clarify.A: The civil works for fire water tank is included under BOQ items 9.2 and 10 and the electrical and mechanical are included under BOQ item 29.Q: For NAP, please describe existing capacitor bank (30 kVAR) location. Please clarify.A: Please refer to NAP/NMCP-E1-01 for the location of 30kVAR capacitor bank and MDB-1. and Contractor shall follow the design of MDB-1+CAP as per NAP/NMCP-E1-01.Q: For NMCP, in Fire Alarm System, cable description at schematic diagram and notes is not match.Please clarify cable size. A: Please refer to NAP/NMCP-E2-04 the fire alarm system schematic diagram and notes that are matched with each other. Q: For CCTV System, please describe recording times. Please provide.A: The recording time for the DVR shall be 30 days.Q: In Electrical system drawings, there is no Cable Tray and trunking Layout Plan although describe in detail drawing. Please clarify. A: Bidders has to prepare method statement for the works. For this particular work, the activity shall be done in consultation/collaboration with Myanmar electric power enterprsie.

Please provide detail specification.A: Bidder shall refer to NAP/NMCP-F2-01 and NAP/NMCP-F7-03 for fire hose reel system.Q: We found Air grille schedule and power accessories schedule for Air conditioning system in technical specification but we didn’t find in drawing . Please clarify.A: Please refer to NAP/NMCP-M3-01 & 02 for air grille and NAP/NMCP-M6-03 & 04 for power supply drawing of Air Conditioning sytems.Q: We found that Water treatment system for drinking water so do you have any pre filtration system before drinking water system. Could you provide raw water quality ?A: There is no prefiltration system. The water quality test shall be carried out by the selected bidder during construction.Q: We Found that Air Conditioner at existing Building so we need to maintain and repair for existing AC . If you considered this Air Conditioner repair works, would you advise to add in which item of BOQ ?A: Repairing the exisitng AC is not part of the scope of the work and bidders should not add any BOQ item to the tender BOQ.Q: We found that existing water pump room Q- 4 Cum/hr and 32m Head in P&S site plan drawing no NAP/NMCP -N1-01 but mention existing water pump 01 -2.5 cum/hr & 30m Head and existing pump 02 – 2 Cum/hr & 25m Head in drawing no NAP/NMCP -N0-01 . NAP-NMCP-N1-01 clearly indicates that existing pumps are Q= 2.5Cum/Hr and H=30m and Q=2 Cum/Hr and H=25m for existing water supply system.Q: In drawing no NAP/NMCP -F2-02 , (FIRE PUMP AND FIRE PUMP CONTROLLERS SHALL BE PSB LISTED AND/OR UL LISTED AND/OR FM.APPROVED), but suppliers not provided PSB Listed, UL/FM Approved for fire hose reel pump. A: Contractor shall request approval of proposed fire fighting pumps during implementation as per Myanmar Standards.Q: In detail drawing no NAP/NMCP -F7-03, we found fire extinguisher with cabinet. New clarification added: Q: Item ref 19.3, Insulation for Type W5 wall is mentioned as 80mm thk fiberglass Insulation in material schedule. As the fiberglass thickness is producded 25mm & 50mm thickness in market. Can we use the 50mm thk fiberglass insulation of SCG Brand? A: Bidder has to offer price as indicated in the BOQ and drawing. If needed this will be decided during implementation after assessing the impact of changing the thickness and avilability both in local market or neighbouring countries.Q: For Construction, Water supply for construction project is not enough to be used. Can we get the permit to make water tube well?A: There is an exisitng tube well and the water supply suffecient for the works. However, if the bidder wants to drill its own well for the construction purpose, this has to be done with out extra cost to the employer. The necessary permits shall be furnished during construction.Q: For Roofing Work, One existing building roof is clay tile roofing. In drawing, the same hatch pattern of exisitng roofing type is mentioned. If we make the renovation and extension works, the clay tile roofing will be demaged. Can we install new 4 angle sheet roofing instead of clay tile roofing?A: The new roofing is independent of the exiting roofing and there is no renovation work of the exisitng roofing syatem. The roofing shall be made as per the design drawings. Q: For Tree Relocation Work, If the tree is died after relocating work, what size of tree need to plant instead of this tree. Please provide us.A: This will be decided during implementation. However, the selected bidder has to exercise maximum care during relocating of the exisitng trees.Q: For Fire Water Tank, The civil work for fire water tank is included in concrete and rebar work.What item of BOQ will the cost for SUS ladder of fire water tank be added?Please provide us. A: The BOQ for civil work shall be inclusive of all associated civil items.Q: PVC Pipe’s pressure for sewage system mentioned 12bars in specifications and Class 8.5 in BOQ. Please clarify which one is confirm.A: Bidders shall follow the BOQ requirments. Please clarify to add in which item.A: Water meter pit is not required for this contract. The technical specification is standard specification and some work items may not apply to this project.Q: We found that Vertical Multistage Variable speed booster pump in detail drawing no NAP/NMCP -N7-01, but mention constant speed type in BOQ. Please clarify.A: Bidder shall offer price for the booster pumps specified in Drawing number NAP/NMCP-N7-01.

New clarification added: Q: Is W5 (Stud Wall) the same Cold Room (prefabricated) insulated panel wall. Because Cold Room Wall item is not included in BOQ.A: W5 is a gypsum pannel stud wall at the meeting room (Drawing A2-03) and is not the same as the cold room. Please refer to Archi Drawing No A5-02 for cold room details. Cold room wall is included in the BOQ Item 30.5.1.1.Q: In BOQ item 22.2.2, 300 mm height polished cement and paint finish with water proffing unit is m2, please clarify m2 or m.A: The unit of measurement for BOQ item 22.2.2 is m2.Q: In fire fighting drawing , fire tank and pump room is included but not included in BOQ . Please clarify.A: All quantities of structural members for fire fighting are included in BOQ items 9.2 and 10.

New clarification added: 1) Anti-termite Treatment ChemicalQ: Chemical names Aldrin, Heptachlor & Chlordane are stated in the specification. But these all chemicals are banned in Myanmar.Therefore, can we proposed alternative chemical for anti-termite work?A: Yes, alternative chemicals complying to the requirment will be accepted and to be decided during implementation.2) Concrete Road ThicknessQ: There are two type of pavement/road in the Drawing No C2-01, 150mm thk and 200mm thk. In the BOQ Item 13, there is no specification for Road thickness. Please clarify thickness of Pavement/Road for BOQ Item 13.A: The slab thickness is 200mm as the pavement is going to accomodate trucks that load/unload goods .3) Drain SizeQ: In the Drawing C4-01 shown two size of drains, 300mm drain and 600mm drain.In the BOQ Item 15, there is only 600mm drain. Please clarify.A: Bidders shall quote as per the sizes indicated in the Structural drawing C4-01-Surface water drainage plan.4) Drain Cover TypeQ: In the Drawing C2-01 shown 3 types of drain covers. Heavy duty/ Light duty R.C Cover and Heavy duty Steel Cover.But Location of drain covers are not shown in the drawing /plan. Therefore, please provide heavy duty & light duty drainage cover length separately.A: The cover shall be heavy duty steel cover as indicated in the legend of the drawing C4-01.5) Apron reinforcement.Q: In the Drawing No C4-01, Apron is shown as 50mm plain concrete slab. In the BOQ Item No.14, describe as .......Cost to include sand compacting, formwork fixing, rebars, concreting,…. Please clarify that can we price for Apron as plain concrete slab as shown in the structure drawing C4-01?A: The apron is plain concrete and shall be as per the drawing S0-02: 50mm thk plain concrete and 50mm thk well compacted sand. Cost shall include the concrete, well compacted sand beds and assocated form work and materials.

New clarification added: Question: I have aware that we have came across to the tender invitation a bit late and are wondering whether further tender extension is possible by request. Answer: The tender is already extended to 8th of March 2021 and will not be extended further. we believe that the time given is suffecient for bidders to prepare and submit offers.Question: Understood the project is only one contract (Main Contract), in that case, may we, as M&E contractor, be allowed to submit on behalf of Main-contractor or may Main-con may register on esourcing. Answer: Main contractor that is submitting the bid shall be registered and all other sucontractors shall be indciated in Returnble Bid schedule -12.Question: Is there any chance that tender may separate for C&S and M&E, then to provide only M&E quote? Answer: As indicated in Instruction to Bidders caluse 14 of the tender- Bidders shall respond to all applicable Returnable Bid Schedules and shall bid for all sections of the works. UNOPS will NOT accept bids for one or several sections of the works only, nor will UNOPS accept bids for only part of the works or part of any section of the works. However, main bidder can subcontract specific and specialized work items and the subcontractors shall be indicated clearly under returnble Bid schedule -12.

Please refer to Drawing NAP/NMCP-E2-03 and the cable size is 120mm2.7- AVR- Drawing No.NAP/NMCP-E1-01Q: In the Drawing No.NAP/NMCP-E1-01, AVR is included but not included in BOQ & LV Power System Schematic for NAP drawing. Is AVR included in the bidder's scope or not? Please clarify.A: AVR is not required and not included in the bidder's scope of work.

The bidder shall submit the cost break down/rate analysis of each bill item when requested by UNOPS during bid evaluation or at a later stage.5- Detail Break-down: Annexure 3- Note - Price Preambles - Item 7 -The Contractor shall provide with his Tender submission a detailed breakdown of all priced items of Bills. New clarification added: Question: I would like to request the extension date of the ITB/2021/18760 -Construction of NAP/NMCP Warehouse in Yangon, Myanmar. Is there any opportunity to get the extension to do the submission given the deadline to be on 25th Feb 2021 which dates so soon during this period of critical political situation.Answer: We have extended until 8th of March 2021 in relation to the current crises and frequent interuption of intenet and difficulty in collecting market prices.

New amendment added #2: The ITB is hereby amended as follows;Deadline for submission has been extended by 11 days to 8.March.2021 at 3:00 PM Myanmar Standard Time (8:30 UTC) and deadline for clarification has been extended till 3.March 2021 at 12:00 Noon Myanmar Standard Time (5:30 UTC).Pre-Bid Meeting Minutes and Power Point Presentation were attached in document section.Site Visit/Inspection is applicable as details mentioned in tender particular section, but it is not mandatory.
