BACKGROUND

NCDs are the leading cause of death in Samoa. According to the 2013 STEPS survey, the current smoking (includes both daily and non-daily smokers) prevalence rate among adults age 25-64 years in Samoa is 38.4% among males and 14.9% among females.

Samoa has made significant strides in strengthening tobacco control since becoming a Party to the WHO Framework Convention on Tobacco Control in 2005 which has helped to increase demand for tobacco cessation services.

While Samoa has developed national tobacco cessation guidelines and training materials, there is no standardized mechanism for capacity building for health care providers using those materials.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The purpose of this activity is to: 1) establish a standardized training for tobacco cessation service delivery, 2) facilitate training for primary health care workers and health-related NGO staff, 3) develop tobacco cessation referral pathway options for expansion of services, 4) deliver tobacco cessation training for health care providers through the Samoa Ministry of Health, and 5) develop a monitoring mechanism for implementation tobacco cessation services in Samoa.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

  • • Develop a training package for primary health care service providers
  • • Facilitate a series of training for primary health care providers including NGOs providing NCD prevention services
  • • Draft options for tobacco cessation referral pathways appropriate for Samoa’s context.
  • • Consult with primary health care providers to develop a monitoring mechanism and/or tools for implementation of tobacco cessation services in Samoa.

 

METHODS TO CARRY OUT THE ACTIVITY

Output 1: Tobacco cessation services training package and materials for primary health care providers and NGOs providing NCD prevention services developed

Deliverable 1.1: E-copies of tobacco cessation services training materials

Output 2: Deliver tobacco cessation training sessions for 50 primary health care providers and representatives of NGOs providing NCD prevention services

(Note: Need not be all 50 persons at once; and may be facilitated remotely)

Deliverable 2.1: A tobacco cessation training summary report describing the training delivered to at least 40 to 50 health care providers and 15-20 NGO representatives.

Output 3: A summary of tobacco cessation services referral pathway options for Samoa.

Deliverable 3.1: A summary document outlining referral mechanisms for tobacco cessation within the Samoa health care system (including MOH partner NGOs).

Output 4: A monitoring mechanism for implementation tobacco cessation services in Samoa

Deliverable 4.1: A summary document outlining a monitoring framework for tobacco cessation within the Samoa health care system (including MOH partner NGOs) based on consultations.

Deliverable 4.2: Tools for monitoring referrals, services rendered (including nicotine replacement therapies prescribed), and patient status; including interface with existing MOH health information systems.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  A degree in public health, medicine, nursing, psychology, sociology, anthropology, or related field.

 

EXPERIENCE

Essential: At least 2 years of experience related to tobacco cessation.

Desirable: Experience with providing tobacco cessation training.

Experience working in Samoa on tobacco control or tobacco cessation preferred.

 

LANGUAGES

  • Fluent in written and spoken English
  • Spoken Samoan an advantage

  3. Delivery and acceptance of interim report including deliverable 2.1 and draft of 4.2 - 30 June 2021 - 30%
  4. Delivery and acceptance of final report including deliverables 3.1 and 4.1 - 30 November 2021 - 25%
