This tender is for the supply of Agricultural Equipment and Construction Equipment for multiple destinations worldwide.
UNOPS wishes to establish non-exclusive Long Term Agreements (LTAs) with more than one vendor and to display the awarded units in electronic catalogues on UN Web Buy Plus (http://www.unwebbuyplus.org) allowing UNOPS clients to order without further tendering. Quantities are undefined. UNOPS will not be committed to purchase any minimum quantity of the Goods, and purchases will be made only if and when there is an actual requirement.
Bid documents must be submitted via UNOPS eSourcing System (see below).

New clarification added: Question 32. Section III Returnable Bidding Forms requests a Manufacturer’s authorization for those bidders who do not produce the offered equipment. However, we cannot see any dedicated section for this document in the submission forms. Where should we enter the Manufacturer’s authorization ? Clarification 32. The Manufacturer’s authorization is to be uploaded for each Lot offered - you should see the place to upload this document under each Lot.

New clarification added: Question 29. We have two questions to be clarified.1. As per the Contract Form, Article 4.5, what is the meaning of the originator of the Goods, and in what circumstances and how should we pass on the price deduction to UNOPS?Clarification 29.1 We understand this to refer to Article 5.2. If the Bidder or the manufacturer reduces the market price of items for which it is awarded a long term agreement, the same reduction shall be given to UNOPS. 2. As per the supporting document to ensure women's empowerment, is OHSAS18001:2007 Certificate a qualified file? If not, what content should be included in the commitment letter?Clarification 29.2 The minimum requirement is the bidder's signed letter demonstrating its commitment to support gender equality and women’s empowerment through its operations.Question 30. After review the clarification up to today, our company has additional questions as below,1. As per the Annex III, Discount Bid Form & Annex II, Technical Specifications and Compliance Forms, should we submit the documents in PDF format or Excel format?Clarification 30.1 Both are acceptable. Excel is preferred.2. What is the Bid Valid Period required by UNOPS? Clarification 30.2 The Bid validity period is is 120 days as stated under 'Particulars'. Refer also to Scope of Bid' which states how long prices shall be fixed for.Question 31. As per the Authorization issues, we have the following question: If the bidder is not a direct manufacturer of certain goods, does it have to be a sole representative of the manufacturer for the goods? How should we understand "should offers for a particular make and model be received from more than one appointed representative"? Does it mean that a manufacture can give authorization to more than one representative?Clarification 31. To avoid establishing more than one long term agreement for the same products, should UNOPS receive offers for a particular make and model from more than one appointed representative for this tender, UNOPS reserves the right to select only one.

New clarification added: Question 28. Schedule II requests that freight dimensions, weight and volume, of the proposed products should be indicated in the offer. We see no dedicated section for these data in the submission forms. Where should we mention these data?Clarification 28. After the signing of Long-term Agreements (LTAs), successful Bidders will be required to upload full details of the awarded products in the UN Web Buy Plus Supplier Portal, including freight dimensions, weight and volume. The Supplier data entered in UN Web Buy Plus shall be maintained and kept up to date by the Bidder throughout the life of the LTA.

New clarification added: Question 27. Several questions about the technical specs, Lots 40, 41 and 421- Can you please specify the pallet forks dimensions ?Clarification 27.1 The standard fork must be able to handle a standard EURO pallet. UNOPS encourages bidders to add alternative forks as options. 2- What are the minimum specs/dimensions and expectation of the requested accessories (Auger, Scraper, hammer). Clarification 27.2 There are no minimum specs for the mentioned accessories, but must be the best fit and most useful fit for the proposed machine. 3- What is the purpose the scaper ? Is a dozer blade accepted ?Clarification 27.3 It is a kind of a dozer blade, but much smaller and purpose is to move light materials such as building residuals, soil, snow, sand etc

New clarification added: Question 25. In accordance with your Invitation to Bid, suppliers must quote delivered FCA named main seaport (Incoterms 2020).The technical specifications for Lots 1-6 inclusive require, as Mandatory Option, also a Set of Spare Tyres.We kindly ask you to clarify whether the main seaport for FCA delivery of the Farm Tractors may be different from the main seaport for FCA delivery of the Set of Spare Tyres.Clarification 25. It is acceptable to offer different FCA named places for the tractors and the set of spare tyres. Question 26. As lot 1-6 and 7-16, can we present one brand for lot 1-6 and another brand for lot 7-16? Usually lot 7-16 we offer can match common type of tractor and can match our offered lot 1-6.Clarification 26. It is acceptable to offer different brands as long as Lots 7-16 are compatible with Lots 1-6. See also clarification 23.

The technical specifications for Lots 7-16 inclusive, describe specific Tractor Implements that will be used with the Farm Tractors required under Lots 1-6 inclusive.For each of the Tractor Implements, the recommended engine power output of the Farm Tractor(s) shall be within a specified range.According to the manufacturer of the Tractor Implements, the vast majority of these Implements, like they are described in the technical specifications, may be used with farm tractors having an engine power output not exceeding 135HP.We kindly ask you to clarify whether the required Tractor Implements are intended for use also with 165HP and 200HP farm tractors, in which case it will be necessary to envisage higher performances for these Implements (in terms of weight, sturdiness, working bodies, dimensions, etc. etc.)Clarification 23. For each of the tractor implements offered (Lots 7-16) the Bidder shall state which tractor/s they are suitable for. Bidders may offer more than one version if they wish, in which case the tractor implements will be evaluated grouped with others suitable for the same size (HP) tractor.Question 24. With regard to Offers for Lots 7-16 (tractor accessories) will only be considered from Bidders awarded for one of Lots 1-6 inclusive (Tractors). New clarification added: Question 18. Lot 22 Bulldozer 3.5 m3: The Power output required is minimum 200 HP with a straight dozer blade capacity of 3.5m³. Would you consider a dozer with minimum 150 HP with a straight dozer blade capacity of 3.5m³? Note to consider: our dozer is fully hydrostatic and has no Powershift transmission, this means we have less power loss from the engine to the ground and this equates to roughly 25% more power on the ground when comparing to a powershift dozer.Clarification 18. To be considered compliant, the engine power output must be minimum as stated in the specifications. Question 19. Lot 23 Bull dozer 6.0 m3: The Power output required is minimum 250 HP, would you consider a dozer with minimum power output of 230 HP? Note to consider: our dozer is fully hydrostatic and has no Powershift transmission, this means we have less power loss from the engine to the ground and this equates to roughly 25% more power on the ground when comparing to a powershift dozer.Clarification 19. To be considered compliant, the engine power output must be minimum as stated in the specifications. Question 20. Lot 23 Bull dozer 6.0 m3: May you please clarify the type of blade needed for lot 23? Do you request a Straight P.A.T. (Power Angle Tilt) Blade or a SU (Semi U production) blade?Clarification 20. The requirement is for a standard straight blade. Other blades may be offered as an option (please clearly state whether the price is the cost of the alternative blade, or the cost difference if the blade is selected in lieu of the straight standard blade). Question 21. Lot 38 Excavator tracked: Item 9; please may you clarify the line “F. Swing arch, degrees, mm, min”? Is this bucket waist angle or minimum swing radius?Clarification 21. The specification should read Swing arc meaning the minimum excavator boom rotation in degrees from one side to the other. From the far left to the far right UNOPS specifies a minimum 150 degree rotation of the boom.Question 22. As per the DRiVE Supplier Sustainability Questionnaire to be submitted, we would like to know if this questionnaire should be printed and signed by the authorized representative? Clarification 22. Please fill out the "COMPANY PROFILE" and "QUESTIONNAIRE" in Excel and upload this document as an Excel file against the corresponding "Document checklist" on the eSourcing system.

New clarification added: Question 15. Regarding Lot 9 and lot 10, under specification nr 4 of both lots it is indicated "furrow width mm.min." : can you please explain what this is referred to? can we understand that this is the cutting width of the discs?Clarification 15. 'Furrow width' refers to the width at the top of the furrow (at surface/ground level)Question 16. As per the Technical Specifications Form of the Lot 36-Truck concrete mixer, there is a requirement of First Aid Box to be complied. Can you offer some specific requirements of what should include in the First Aid Box? We can provide a First Aid Box, but we do not know if our product will be what you needed.Clarification 16. A First aid box is required in numerous Lots. There is no fixed mandatory content to a first aid kit, but the following is recommended as a minimum: Medical mask, Tourniquet, Roller Gauze, Gauze Pads, Medical Tape, Triangular Bandage, Scissors, Tweezers, Plasters, assorted sizes, Disinfection liquidQuestion 17. Kindly note about Item 47- Description 6 "Lifting capacity at 5.0 m and at 8.0 m boom length counted from swivel point , metric ton, min.-30", please confirm the 5m/8m is Arm length or Working radius, the data is crucial for machine type choosen. and better you can give a drawing picture.Clarification 17. The specification should read: "Lifting capacity at 5.0 m boom length counted from swivel point, metric ton, min. 30". What is meant is that at a horizontal radius of minimum 5 meter measured from the pivot point of the crane, the crane must be able to lift minimum 30 ton. Please disregard 8.0 m.

In view of quantity of lots and complexity of the tender, especially the undefined destination, Please consider extending the bid submission deadline for selecting the right product model./ We like to request for an extention of the submission, due COVID19 and Chinese New year by end this week. If possible for 2 og 3 weeks,Clarification 13. There is currently no expectation of extending the Deadline. It is not mandatory for Bidders to offer all Lots. See also Clarifications 3 and 11.Question 14. We are the manufacturer, however, VENDOR SUBMISSION still require us to submit Form E: Manufacturer’s Authorisation Form, Kindly please check for us how to deal with this issue? Clarification 14. In the case where the Bidder is the manufacturer, the signed Form E may be submitted stating 'Not applicable'.

New clarification added: Question 12. Please kindly clarify our questions as follows,12.1 In the tendering documents, specifications required for Item No. 40-42, "skid steer" are 400kg, 800kg and 1200kg respectively. However, our manufacturer do not have skid steer of the required weight. Could UNOPS accept other weight, such as 750kg, 900kg, 1080kg or 1250kg?Clarification 12.1 The weight stated in the specification is the minimum. Other weights may be accepted providing the offered equipment meets all the minimum specifications. 12.2 For the better understanding on the design of Item No. 45-48, please provide bidders with some reference pictures of the equipment.Clarification 12.2 Pictures may inadvertently influence what is offered - the specifications show the minimum requirements. These types of trucks are commonly used in construction.

New clarification added: Question 9. Regarding Item 46/Truck with aerial lift basket:9.1 - Your request for changeable basket?We understand that this means the basket should be constructed so it could be changed by the end-user with a spare one.Clarification 9.1 The intention is that the end-user will decide at time of ordering which basket they require - either a standard basket OR an isolated basket for high voltage. It is not required that the end-user can change the basket themselves. Note: The price Bidders are to indicate for the mandatory option of the insulated basket should be the price difference (if any) as only one basket would be ordered. 9.2 - About the basket ? We can make 2 types of baskets: aluminum and fiberglass. We understand that Aluminum basket will be acceptable in standard version. In case of “Basket isolated for high voltage” option, fiberglass basket will be required. Clarification 9.2 The standard basket is not specified as electric shock resistant. The minimum 400V electric shock resistant basket is a mandatory option, and the client may choose such a basket instead of the standard when ordering at the extra price difference (if any). The client will only receive one basket. Aluminium is acceptable for the standard basket. For the insulated basket, it must be manufactured to ensure safety for persons in the basket in case of contact with high voltage electricity. 9.3 - Regarding the below requirements:1 Power output HP, min. 17040 Fuel tank capacity, litre, min. 150Is there a specific reason for the 170 HP requirement and can it be quoted with less power output?Clarification 9.3 These are minimum requirements. Power below 170 HP is not accepted.9.4 - A significant factor in the truck prices is the motor emission requirement (EUR3 or EUR5 or EUR6), which changes for destination country. Is there a specific emission requirement for this?Clarification 9.4 Emission requirements must suit the country of destination. It is the responsibility of the vendor that the vehicle is supplied with the correct Euro norm to the specific country. The Schedule of Requirements indicates the regions where we require after-sales support which are the potential destination regions.

New clarification added: Question 7: We wish to participate on several lots of this ITB. Our company has more than 10 production units worldwide for its different type of machines. These production units are all 100% part of the mother company. Is it possible for the mother company to respond to this ITB, even though some machines would be invoiced directly to UNOPS by the production unit from a different country ? In other words, would UNOPS accept being invoiced by a different entity than the one that has responded to this ITB ?Clarification 7: UNOPS may only place orders with and receive invoices from the entity that is awarded the long-term agreement. Where agreed, it is possible to allow payments to a third party, subject to approval by UNOPS Chief Finance Officer. Question 8: We are a company in Sierra Leone and want to bid but experience from 2016 Is a problem for us.Clarification 8: To be considered responsive, Bidders must meet all the requirements as stipulated in the section 'Criteria', including years of experience (Criteria 2.1 and 2.6).

New clarification added: Question 4: With regard to the final destination, can you tell us which countries or regions these products mainly transported to in the past for reference?Clarification 4: UN Web Buy has in the past shipped similar equipment to the following destination countries - please be aware that this list may not reflect future requirements: Central African Republic, Côte d'Ivoire, Democratic Republic of the Congo, Ethiopia, Gambia, Iraq, Kenya, Libya, Myanmar, Senegal, Somalia, South Sudan. Question 5: This ITB proposes to enter into a Long Term Agreement (LTA). What will be the term/duration of the contract ? Clarification 5: The LTA would be for a period of three years with a possible extension of a further two years.Question 6: We understand that any UNOPS entity in the world has the possibility to place an order for the material proposed. Does this mean that we/the supplier deals directly with the UNOPS missions worldwide, or are the orders from the worldwide UNOPS missions handled by UNOPS in Copenhagen and then transmitted to the supplier ? Will the supplier's invoices be settled by UNOPS in Copenhagen, or will the invoices be paid by the individual UNOPS missions worldwide ? Clarification 6: The resulting LTAs are for use on UNOPS electronic catalogue, UN Web Buy, so Purchase Orders and invoice processing would be handled from UNOPS Headquarters in Copenhagen. In rare instances, Orders may originate from another UNOPS project or hub in which case payment would be processed by the ordering office.

New clarification added: Question 2: As per the Criteria 2.6, which states that bidder shall have minimum 5 years experience supplying the International Aid & Development Community with products within the Lots offered, we have two questions:a. What is the International Aid & Development Community?b. Does "the minimum 5 years experience" refer to the experiences from 2015 to 2020?.Clarification 2a. In Criteria 2.6 the International Aid & Development Community refers to organisations within the UN system, government aid organisations and recognised non-governmental organisations (NGOs).Clarification 2b. The minimum 5 years experience does not have to be within a specific period but should be recent in order to be relevant.Question 3. There are so many lots within so limited time and there will be spring holiday so please extend the bid submission deadline.Clarification 3. There is currently no expectation of extending the deadline.

New clarification added: Question 1a.How can any company make an offer without knowing specifically the countries of final destination, and the quantities needed?1b. Is this tender just for UNOPS information purposes or will orders actually be placed?Clarification 1a. Bidders that are able to offer the equipment with after-sales in the minimum number of countries in at least one named region as the Schedule of Requirements should advise with their bid which countries the equipment may be exported to. When successful bidders enter the technical and pricing data in UN Web Buy, they are also required to enter these countries. 1b. It is expected that orders will be placed for equipment during the life of the long term agreements, but this depends entirely on UNOPS customers' needs. Orders will only be placed if and when a UNOPS customer has a requirement and there is no guarantee of orders.
