BACKGROUND

Data is essential to strategic public health planning, program design and implementation. It helps determine priorities, set targets, allocate resources and monitor progress and impact.

The monitoring of the targets and indicators of the Regional Agenda for implementing the Mental Health Action Plan 2013-2020 in the Western Pacific is carried out primarily through the WHO Mental Health Atlas – a global survey designed to collect, compile and disseminate data on mental health resources. The survey captures information on a variety of mental health resources including mental health policies, plans, financing, human resources, service availability and utilization, promotion and prevention programs and information system. Information and data for the Mental Health Atlas are obtained via a survey questionnaire accomplished by designated national focal points from each WHO Member State. Afterwards, the data is compiled at the global level and a composite figure for the Region is generated for each indicator.

The second component of this project is to extract and summarize key mental health related data from the latest Global Burden of Disease study. Priority mental health conditions may include, but are not limited to, the following:

  • • Child and adolescent mental health disorders;
  • • Common mental disorders (e.g. depression, anxiety);
  • • Severe mental disorders (e.g. schizophrenia, bipolar disorder);
  • • Ageing related mental disorders (e.g. dementia);
  • • Trauma related mental disorders, such as those arising from conflict, natural disasters, infectious disease outbreaks, and other mass trauma events. 

The outcome of this engagement will inform the evaluation of the Regional Agenda and the development of the new Regional Framework for the Future of Mental Health in the Western Pacific Region.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The Mental Health and Substance use (MHS) unit of the World Health Organization Regional Office for the Western Pacific (WHO WPRO) seeks to contract a company or institution to develop knowledge products on mental health resources and on the burden of priority mental health conditions in the Western Pacific Region.

The company /institution will be expected to:

  • • Develop the Regional profile of mental health resources in the Western Pacific Region based on the data collected through the Global Mental Health Atlas 2020 survey. The following knowledge products will be developed based on the data analysed:
    • Spreadsheet of indicators; executive summary; and power point presentation with graphs for policy makers, programme managers and public health advocates.
  • • Extract and summarize key mental health related data from the latest Global Burden of Disease study. The following knowledge products will be developed based on the data analysed:
    • Technical brief (summary of findings); PowerPoint presentation with infographics for policy makers, programme managers and public health advocates on the burden of priority mental health conditions, describing trends and the overall epidemiologic burden

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Extract and summarize key mental health related data from the latest Global Burden of Disease study.

Output 2: Develop the Regional profile of mental health resources in the Western Pacific Region based on the data collected through the Global Mental Health Atlas survey 2020.

 

METHODS TO CARRY OUT THE ACTIVITY

Output 1: Extract and summarize key mental health related data from the latest Global Burden of Disease study.

  • • Deliverable 1.1: Technical brief (summary of findings); PowerPoint presentation with infographics for policy makers, programme managers and public health advocates on the burden of priority mental health conditions, describing trends and the overall epidemiologic burden.    

Output 2: Develop the Regional profile of mental health resources in the Western Pacific Region based on the data collected through the Global Mental Health Atlas survey 2020.

  • • Deliverable 2.1: Spreadsheet of indicators; executive summary; and power point presentation with graphs for policy makers, programme managers and public health advocates.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  

Postgraduate degree in epidemiology, public health, or social sciences, preferably with knowledge on suicide surveillance and information systems.

Desirable:

Postgraduate training in suicide prevention and mental health information systems.

 

EXPERIENCE

Essential:

Minimum of 7 years cumulative experience in mental health and psychosocial epidemiology, public mental health, mental health policy and related fields.

Desirable:

Experience with the UN system or international organizations, particularly in mental health

 

TECHNICAL SKILLS & KNOWLEDGE

Research, technical writing, data analysis and visualization. Knowledge of relevant global and regional mental health tools, information systems and mandates related to mental health surveillance

 

LANGUAGES

Written and spoken fluency in English (Read – Write – Speak / "Advanced" level) is essential. Working knowledge of other UN languages is an advantage
