New clarification added: Questions:1) Please clarify that submission to authorities (YCDC) shall be fully taken care by contractor or not as well as the duration of submission & approval shall be included in 12 months period or not.2) If Contractor has to do authorities submission; will Client provide AutoCAD design drawings inorder to fit in submission format? Do we need to include authorities submission cost in Tender Sum? UNOPS Answers:1. Submission to YCDC shall be handled by the contractor with the support of MOHS/Yangon region health department and UNOPS. Yes, it is included in the 12 months construction period.2. Yes, UNOPS will provide AutoCAD design drawings. Bidder should not add any additonal lines and tamper the tender BOQ. New clarification added: Questions:We found the variable speed for booster and transfer pump in BOQ, but in the drawing (19C-MEP) mentioned float switch for transfer pump and pressure switch for booster pump. Please clarify. We found the underground isolation valves from underground water tank (02-MEP), but not found the items in BOQ. Please clarify. UNOPS Answers:1. Yes, the requirments is variable speed for booster and transfer pump. This is not related to the switches. The float switch is for the tank and the pressure switch is automation system of the pumps.2. UNOPS Answer:The information tables (Information Maps) for floors and Rooms shall be as per Architectural drawings 9-AR to 13-AR and size shall not be leass than 3' x 2'. The information tables (Information Maps) for fire escape shall be as per fire fighting drawings 55-MEP to 58B-MEP and shall not be leass than 3' x 2'. New clarification added: Questions:We found 2-1/2”PE pipe for water supply distribution pipe from underground water tank in MEP drawing: 02-MEP, but not found 2-1/2 PE pipe in BOQ. Please clarify.In Dwg 34 MEP show 400kVA (11/0.4) kV transformer with 100kVAR Capacitor bank. Normally, government could accept 400kVA (11/0.4) kV transformer with 120kVAR/135kVAR Capacitor bank. Please clarify.In BOQ (C-Electrical Installation) 18.27 & 18.28 show DB-X Ray & DB-Lift. But we could not found the single line diagram for DB-X Ray & DB-Lift. Please provide.Shall we use ready-made cast iron cover for underground isolating valve box’s cover? Because we found PVC cover in the drawing: 02-MEP and removable pit cover in specification. Please clarify.We found the flange type gate valve for water supply system in the drawing, but we found use of water supply pipe size is 40mm and 32mm. Flange type is matched for over 50mm pipe and screw type is matched for this pipe size. Please clarify.We found the rain water pipe size 2” in the BOQ (Item No.22.30) and 4” in the drawing (19-MEP). The DB -X-Ray should be just only the main breaker for X-ray as per drawing number 27_MEP and DB_Lift should be submitted as per requirement from Lift Supplier.4. Please provide the your price as per detail drawing.5. Please provide the price as per drawing and BOQ.6.Contractor need to provide the price for rain water down pipe as per drawing 19_MEP as stated in the instrument of agreement of General Conditions of contract. New clarification added: Question:In BOQ Notes Item 7 states "The Contractor shall provide with his Tender submission a detailed breakdown of all priced items of Bills. This breakdown of the items shall be in a format, which also clearly identifies any "Set - Up", "Time Related" and "Dismantling Elements" of the costs". Could you please clarify more what is required to submit? Is that submission required after tender award? Otherwise, is there any format related to that Item 7 available. According to the drawing 05 MEP & 06 MEP, 1000 Liters x 10 nos. Which one must be follow?5. In the BOQ item 10.1 ~10.19, Window specification is a little difference between Provided BOQ and the detail drawing 35-AR. Which one must be follow? And we would like to know the thickness of glass for all slide and fixed windows.UNOPS Answers:1.The project will be commenced immediately after completion of bid evaluattion and award.2. The project is limitted to the compound already fenced. The people staying inside the compound are MOHS staff and will be living immediately after award of the contract. There will be no removal of the people squattering arround the area.3. Individual piles shall comply with the load requirement specified in BOQ Item 4.3. However, CQHP requirements may also apply.4. Please submit your price as required by the BOQ. If needed this will be ammended during construction.5. New clarification added: Question: I would like to clarify about the a specific document on Tender ITB/2020/18011 which is under Document section (2. ITB_Section_II_Returnable Bid Schedules .docx). The document seems abit different from what I saw in the Pre-Bid Meeting presentation file (words and pages arrangements are very messy in the docx file) which makes it abit hard for us to fill in the file properly. Could you please look into the matter and change a new document file? Please refer to 27_MEP and the distribution boards are for main UPS panel and seperate panles for ELV system (CCTV,PABX,PA,LAN,FR)3. Cable tary is included in the BOQ item 18.29. Bidder should claculate the cable tray size required and quote the price accordingly4. Wall mounted multi split air conditioning system is the only ACMV system for this tender. The BoQ items 23.2 to 23.13 indicates the schedules of these air conditioning systems.5. Please refer to structural drawing 03-B and 04-B for the pile type. The circular pile or drawing 04A is omitted already in the latest drawing in the tender. Only square precast piles are included in the tender and please down load the updated drawings.6. Piles will be controlled by both length and capacity.7. The question is not clear. Please clarify.Hoist way size in drawing shown as 1600mm (width) x 1701mm (depth) only. According to our Hitachi standard, 630 kg (8) person (1 person = 75kg) need to get hoist way 1850mm (width) x 1750mm (depth). So, we would like to know can we deviate hoist way size?For PABX System, IKE Brand is described in your provided Schematic Diagram . Please advice can we proposed with other Brand ( eg. NEC ) or not ?For the Data Cabling System, in tender specification that mentioned to use for CAT6E Cable but the schematic diagram mentioned as CAT6A , So Please clarify which type of cable should we need to quote ??For Main DB is included in both drawing No: 27-MEP and drawing No: 34-MEP. But Main Breaker size is different. So, please clarify that issue.Shall we use FRP or PE water tank instead of polyester tank? We couldn’t find polyester tank in local market. Please provide. Water treatment system is included or not in our scope? We found the water treatment system in drawing no:06-MEP, but not found in BOQ. Please clarify.Please provide limestone chip’s specification for Neutralization tank, because we can’t see clearly in drawing:37B-AR. UNOPS Answers:The contractor scope for installation of trasformer includes tapping/connecting to the main electric source all inclusive.PV system is omitted from the scope and 34-MEP is not in the scope of the bidder.This will be decided during construction whether your proposed option has equivalent specification or not. Please follow the Hoist way size in the BOQ for quoatation.Contractor can provide the equivalent specification for PABX system as per specification & drawing and recieve approval during construction. However, bidder should quote for the materials stated in the BOQ.For network cabling system Contractor should follow BOQ item CAT6A.The Main Circuit Rating is 4P,400A, MCCB as per 34_MEP.Contractor should quoate price for polyster tank. However, a tank with quivalent specification of polyester may be accepted during construction subject to prior approval.Water treatement system is not part of the scope of the works at the moment. However, decission will be made during construction depending on the quality test result of the water after tube well drilling. New clarification added: Question:After checking provided BOQ and drawings, there are quantity different between our calculation and provided BOQ quantity. Especially, a lot of quantity different for electrical cabling/wiring. And BOQ item 13.3 and 13.4, information table for rooms and fire escape route quantities are unable to tally with given drawings too. We would like to seek your advise for more information.UNOPS Answer:As indicated in the preamble of the BOQ, the quantities given in the Bill of Quantities are estimated and provisional, and are given to provide a common basis for bidding. As this is a measured price contract, the basis of payment during implementation will be the actual quantities of work carried out and valued at the rates and prices qouated. Hence, the bidder shoould not alter the quanities at this time and should conly price the unit rate items as indciated in the tender BOQ.Best Regards,MMOC, Procurement Unit

New clarification added: Questions:In schedule 3, LOT Number has been asked. Please clarify what is this, as we did not see any Lot in the ITB. Project completion time given in ITB is 12 months from the date of award of contract. Does it include rainy period. Please allow 12 dry working months for successful completion of the Project .Since this is a construction Project and FIDIC system is adopted for contract formation, it will be prudent for Client to allow 10% advance payment, 10% on site mobilisation, 70% against monthly running bills and last 10 % can be retention.Due to Christmas and New Year falling soon and mostly people are on annual leave, we need more time to prepare a compliant and competitive bid. We kindly request you to extend bid submission date by at least 2 weeks. UNOPS Answers:Lot number is not applicable.Not allowed. New clarification added: Questions:We would like to have some clarificaiton regarding bid security and site survey.- When we read the document 'Instruction to Bidder' , bid security is mentioned in Returnable Bid Schedule 2 – Form of Bid Security(see Section II), but we see "Form of Bid Secuiry is not used". Therefore, we want to know for sure whether bid security should be provided by us or not.- We would like to make site survey on next week , Monday (21.12.20) or Tuesday (22.12.20). New clarification added: Question:As per tender particular information, the site visit/ inspection date is 24-Dec-20 with written approval of UNOPS 2 day in advance . We would like to know only able to visit on that day 24-Dec-20 or any other day before 24-Dec-20 with written request. UNOPS Answer: The bidder can able to visit site survey any other day after informing the following contact person in advance before going to the site.
