New clarification added: Question 14 - Dear procurement team.We experience difficulties to arrange transport to Irak as Irak seem to be a closed country now due to the lack of air cargo possibilities in these Corona virus times. Would you accept freight to a neighbour country or to UNOPS Denmark as an alternative?We hope for your understanding. In case alternative delivery place is not possible, we will refrain from quoting.Looking forward to reading your comments.Answer 14 - The goods shall be delivered to the UNMAS Office in Green Zone, Baghdad, Iraq based on DAP INCOTERM. There is no alternative place to deliver the goods.

New amendment added #2: Amendment # 2 The purpose of this amendment is to:1- Add the warranty for the drones (Minimum of 12 months warranty).The following documents have been amended as follow: a - Section II: Schedule of Requirements: A.Technical specifications for Goods and Comparative Data Table: Item 1: 1.1 is addedb - Section III: Returnable Bidding Forms: Form C: Technical Bid Form: Technical specifications for Goods – Comparative Data Table: Item 1: 1.1 is added 2- Extend the deadline to 10 Dec 2020. New clarification added: Question 13 - Dear Sirs, can you please specify the warranty period required for the itemsAnswer 13 – A warranty of minimum 12 months is required. Bidders should note that an Amendment to the Schedule of Requirement and Returnable Bidding Forms will be posted shortly to reflect the requirement for a Warranty of 12 months.

New clarification added: Question 12 - I would be grateful if you can kindly help us for the bidding, The objectives/purpose/budget of this bidding, as you know there are many types of drones and each drone is specialized for a certain area of operation hence it is much easier for us to offer the best option for you if the objectives/purpose is given Response:Answer 12 - Thank you for your suggestion and interest in this tender. As indicated in the “Particulars” tab of the ITB in eSourcing, the main reason for requesting these specific types of drones is for the purpose of standardization and proposing any other options other than what is required in the solicitation documents would defeat the purpose.

New clarification added: Question 11 - Is it possible to have UN as a consignee on the shipping documents ? Answer 11 - As indicated in section II: Schedule of Requirements - B. Delivery requirements and Comparative Data Tablethe Consignee detais is UNMAS Office .

New clarification added: Question 10 - you mentioned "UNOPS will provide the tax exemption letter and the import approval from the MOFA and MOI to the Winning bidder to facilitate custom clearance."do you mean tax and costume clearnace , not tax exapmtions only , other widse we have to add the costume fee. also please be advice iraq GOV. issued new order to cancel all exmaptions .i can send you copy of the new order.Answer 10- UNOPS will provide the tax exception letter, including the import approval documents used for custom clearance purposes. We are aware of the new custom policies, but the UN agencies are waived from the new procedures.

New clarification added: question 5 - Hi, We are a procurement service company located in U.S.A. However, we are not the manufacturer of the Phantom 4 Pro Drone nor we are the sales Rep of the manufacturer to the U.N. Can we still participate in this bidding?Answer 5 - The tender is open to any Bidder.

New clarification added: Question 4 - Due to the new requirement of the additional batteries, most carriers will not accept UN3480 dangerous goods for DAP incoterms. Would the buyer accept CPT incoterms to Bagdad airport?Answer 4 - Our research showed there are couriers that can deliver DAP Incoterm. UNOPS will provide the tax exemption letter and the import approval from the MOFA and MOI to the Winning bidder to facilitate custom clearance.

New clarification added: Question 3 - Dear UNOPS,In the previous relased RFQ for the supply of drones Form E: Manufacturer’s Authorization Form was not included. It is now in this tender specifically asking for DJI Drones type: Phantom 4 Pro V2.0 with accessories. DJI is a huge world wide supplier of drones, and asking them to commit to one (or more) suppliers for the delivery of only 20 drones, seems like an unreasonable request. Is there a way to remove this form, to enhance the competition in UNOPS favor?Answer 3 - Manufacturer’s Authorization is mandatory for this type of product. Bidders are required to submit Manufacturer’s Authorization.

New clarification added: Question 2 - One of the line items, mentioned in the quote is "Phantom 4 series intelligent flight Battery". All major freight providers are refusing to take this product due to it being DG (Dangerous Goods) by nature and are assuring delivery until Baghdad Airport only. In which case, can all the line items be delivered to Baghdad Airport wherein the consignee will take delivery of goods ? Answer 2: Our research showed there are couriers that can deliver DAP Incoterm. UNOPS will provide the tax exemption letter and the import approval from the MOFA and MOI to the Winning bidder to facilitate custom clearance.

New clarification added: Will this shipment Custom Duties Exempted? as of the latest rules & regulations from the Iraqi Ministry of Oil, all exemptions has been cancelled & will such shipment requires a special entry permission to Iraq.Dear Bidder,UNOPS will provide the tax exemption letter and the import approval for the drones through MOFA and MOI Iraq. New amendment added #1: The purpose of this amendment is to add the following information on the application of Liquidated Damages. “Except under the circumstances of Force Majeure as described under the UNOPS General Conditions of Contract – Contracts for the Provision of Goods, if the Contractor’s delivery of any of the goods is delayed, UNOPS may, without prejudice to any or all its other remedies under the Contract, deduct from the Contract Price, as liquidated damages, a sum equivalent to 0.3% of the total Contract Price for each day of delay, up to a maximum deduction of 10%. The foregoing is without prejudice to UNOPS’ right to terminate the Contract pursuant to the UNOPS General Conditions of Contract – Contracts for the Provision of Goods”.Please refer to the Particulars Section of the ITB.Please be guided accordingly.
