Description

The purpose of this RFP is to enable the project “Sustainable Management of POPs in Mauritius” to contract the services of a qualified Offeror to remediate an amount of DDT contaminated soil presently on the island of Mauritius, as follows:

 

  • Remediate, through an internationally recognized and proven technology, an estimated amount of 18 m3 of DDT contaminated soil at Fort George;

either Option1: through transfer of soil remediation equipment necessary for the technology to Mauritius and completion of remediation at the contaminated site or a nearby location,

or Option 2: shipment of the DDT contaminated soil to the vendors equipment location off-island of Mauritius and remediation at that off-island site;

 

Note: The primary objective of this RFP is the decontamination of the Fort George site. Should the necessary amount of funding be available or become available during the course of the project, it is estimated that up to a total of 270 m3 of DDT contaminated soil located partly at two other sites (Mahebourg, in the south of the island and Pamplemousses, in the north of the island), may also be remediated and it is up to the offeror to advise on the cost effectiveness of the operation. In this respect, separate BOQs are provided at the end of this RFP. Accordingly, the UNDP in consultation with the MoESD reserves the right to select the mode of disposal taking into consideration technical and financial proposals.

 

  • Provide certification documentation that the DDT contaminated soil has been remediated in compliance with internationally recognized and mandated emissions limitations, and to the threshold level stated by Government of Mauritius.

A pre-bid meeting will be held at the UNDP, Conference Room, 5th floor, Anglo Mauritius Building, Port Louis, Mauritius on 10 December 2010 at 10 00 hrs, local time. A site visit will be organized on the relevant premises on the same day immediately after the meeting. Attendees will be required to have their own means of transport. The site visit will concern Fort George, Mahebourg and Pamplemousses.
