BACKGROUND

Health promotion enables people to increase their control over their own health. Health promotion has a central place as a major contributor to and beneficiary of sustainable development policies. There are many linkages between the Sustainable Development Goal (SDG) for health and other health goals and targets, reflecting the integrated approach underpinning the SDGs.

In November 2016, the Ninth Global Conference on Health Promotion was held in Shanghai and culminated in the release of the Shanghai Declaration on promoting health in the 2030 Agenda for Sustainable Development. The Shanghai Declaration recognizes that the interdependence and universality of the SDGs offer great potential benefits from investing in all determinants of health.

To respond to the Shanghai Declaration and integrate various recent frameworks and action plans linked to health promotion – on urban health and healthy cities, noncommunicable disease prevention and control, reduction of the double burden of malnutrition, tobacco free initiatives, mental health, violence and injury prevention, reproductive health, healthy newborn infants, vaccines, food safety, emergency preparedness and environmental health – WHO introduced the Regional Action Plan on Health Promotion in the Sustainable Development Goals (2018–2030). The Action Plan provides guidance for Member States to mainstream, accelerate and strengthen health promotion practice, infrastructure and capabilities to achieve the vision of leaving no one behind in securing the prerequisites for health, as outlined in the 2030 Agenda for Sustainable Development.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The purpose of this APW is to support the implementation of the Regional Action Plan on Health Promotion in the Sustainable Development Goals (2018–2030). Specific activities include the following:

  • • Urban governance for health and well-being programme
  • • Development of a handbook on counselling on NCD risk factors
  • • Strengthening physical activity in the Western Pacific Region
  • • Pilot testing of the Standards for Health Promoting Schools in select countries in the Region
  • • Use of health literacy and communication for behavioural changes in health promotion

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

A. Support the planning phase of the urban governance for health and wellbeing programme. Activities:

  • • Provide inputs to the global and local plans for the urban governance for health and wellbeing programme

B. Support the development of the handbook for counselling on NCD risk factors

C. Support the adoption, adaptation and dissemination of the physical activity guidelines and global report on physical activity in the countries. Activities:

  • • Provision of support for select countries to adopt, adapt, disseminate and communicate physical activity guidelines
  • • Contribute to the Global Physical Activity Report

D. Support select WHO country office in pilot testing the Standards for Health Promoting Schools. Activities:

  • • Develop piloting and implementation plans with early adapters in the WPR

E. Support health literacy and communication for behavioural changes to promote health. Activities:

  • • Support the finalisation of the manual for mobilization on behavioural changes to promote health
  • • Plan workshops with countries and essential partners in mobilization for behavioural changes to promote health

 

METHODS TO CARRY OUT THE ACTIVITY

  • • Review of literature and resources
  • • Meeting (virtual) with relevant units in WHO and other stakeholders
  • • Report writing

 

QUALIFICATIONS

Education 

University degree in public health or in any health-related field from a recognized university. Postgraduate degree in public health and physical activity from a recognized university.

Experience 

Minimum of five (5) years work experience in public health, health promotion, physical activity, NCD prevention and control or a related field.

Technical Skills and Knowledge

  • • Report writing  
  • • Workshop and training facilitation

Languages  

Written and spoken fluency in English (Read – Write – Speak / "Expert" level)

 

ADDITIONAL INFORMATION

  • • Upon conclusion of the contract, intellectual property of the contents and products developed shall revert to WHO
  • • Any data or results collected from the project may not be shared or distributed beyond the project team members without approval of the responsible officer in WHO
  • • The contractual partner will not be required to be based full-time at WHO WPRO, Manila, Philippines to perform the tasks related to this activity. The contractual partner may be requested to be available for virtual technical discussions with other partners as needed.
