The Office of the United Nations High Commissioner for Refugees (UNHCR) in Amman, Jordan invites qualified companies to make a firm offer for supply and delivery of COVID – 19 Protective Items to UNHCR Office, Bldg. (2) Abdulfattah Al-Maaytah St. Al-Jandaweel, Amman – Jordan.
- Specification of Goods: Find attached Annex-A for detailed specification of Protective Items. Please note that alternatives to the attached specification will not be accepted.
- Financial Offer Form: Please fill Annex A - Financial Offer Form, should be submit on supplier’s leatherhead, duly signed and stamped copy as part of your offer. Contact person, name, designation, email and phone number should be provided in the offer.
- Currency of your offer should be in United States Dollar (USD) or Jordanian dinar.
- Please note that UNHCR has tax and duty exemption status, so your quote should be without VAT.
Delivery Location (DAP/DDP) UNHCR Office, Bldg. (2) Abdulfattah Al-Maaytah St. Al-Jandaweel, Amman – Jordan. The price must be inclusive of transportation cost to delivery address and offloading.
- Country of Origin: Amman, Jordan
- Delivery lead time: A clear and achievable delivery lead time of all items to ensure their readiness to use, must be stated in Annex-A
- Provision of Photos: The offer must include photos of items offered/quoted.
- Acceptance of Items: UNHCR will inspect delivered items and accept them if they fully meet the attached specifications but reject if not fully meeting the specifications. All rejected items must be removed by the selected vendor at his own cost and replaced by items fully meeting the specifications
- : if available for all or some of the items, should be clearly stated in Annex A.
- Brochures/Operating Manual: Items must be accompanied with brochures/operating manual, where applicable.
- Offer Validity: The prices offered should remain valid for till 31/12/2020.
- Award criteria: Lowest offer that fully meets the specifications, all things being equal, preference will be given to the offer with the shortest delivery lead time.
- Frame Agreement(s): UNHCR may award Frame Agreement(s) with initial duration till 31/12/2020. The successful bidders will be requested to maintain their quoted price model for the duration of the Frame Agreement(s).
- Other United Nations Agencies, Funds and Programmes shall be entitled to the same prices and terms as those contained in the offers of the successful bidders and could form the basis for a Frame Agreement with other UN Agencies.
- Monthly Requirement: 200 per protective item (given in Annex-A) is the estimated monthly requirement. (Please note that figures are only indicative and does not represent a commitment that UNHCR will purchase the quantities. It will depend on the actual requirements and funds available.)
- The submission of your quotation constitutes the acceptance of General Condition of Contract for Goods (2018) (Annex B and B1).
- Vendor Registration Form: If your company is not already registered with UNHCR, you should complete, sign, stamp and submit the Vendor Registration Form (Annex D) along with your offer.

Your offer will be evaluated using, inter alia, the following criteria and all of them must be met as Passed. Supporting documents must be submitted along with your offer.

Relevant Experience
To be technically qualified, the bidder must have a track record of minimum 2 contracts/purchase order or mixed of it for provision of similar medical equipment to Government, UN or other international organization. Documentary proof of such contracts/purchase orders must be submitted.

Please be aware of the fact that the e-mail policy employed by UNHCR limits the size of attachments to a maximum of [20] Mb so it may be necessary to send more than one e-mail for the whole submission.
- ENVIRONMENTAL POLICY
UNHCR’s policy is to purchase products and services which have the least negative impact on the environment. Environmental considerations covering manufacture, transport, packaging, use and disposal of goods form part of UNHCR's evaluation and selection criteria.
- ZERO TOLERANCE POLICY
Please note that UNHCR strictly follows zero tolerance policy and as such, advises to its Suppliers not to offer any gifts, favour, hospitality, commission, etc. to UNHCR Staff. Any Supplier found to be offering gifts, favour, hospitality, commission, etc. to UNHCR Staff will be placed on United Nations sanctioned list and UNHCR will not do business with them anymore.
