Description

The overarching purpose of this consultancy is to support MOJ in improving the access to justice and protection of children in contact with law and women survivors of GBV through a better quality of legal assistance and legal aid. The following instruments are considered: (1) Support the Legal Aid Dept. in improving the available in-service training materials for legal aid assistants providing legal aid to children and women survivors of GBV; (2) Support the Judicial Assistance Dept. in modeling a network of lawyers general practitioners with specialist knowledge in cases of children in contact with law and women survivors of GBV; (3) Support the Judicial Academy in developing a comprehensive framework training programme for students on child friendly legal assistance; and (4) Delivering capacity development sessions and ToT for lawyers, legal aid assistants and lecturers.

The assignment aims at the following specific objectives:

In-service training programme for legal aid assistants under the Legal Aid Department of MOJ

  • Revised and improved existing Training materials on friendly legal aid for people under 18 years old, that were developed and pre-tested by the Legal Aid Department of MOJ in 2019;
  • One Training of Trainers (ToT) conducted for a group of selected legal aid assistants and lawyers providing legal services in cases involving children in contact with law and women survivors of GBV.

In-service training programme for lawyers under the Judicial Assistance Department of MOJ

  • Curriculums developed for in-service training of lawyers (general practitioners) on providing legal assistance in cases involving children in contact with law (offenders and victims) and women survivors of GBV;
  • Comprehensive in-service training packages on provision of legal assistance in cases involving children in contact with law and women survivors of GBV developed;
  • One pre-test training and one ToT for a group of 20-25 promising lawyers conducted.

Framework training programme for students of the Judicial Academy

  • Pre-service training modules (skills-oriented) developed for the Comprehensive Training Programme on providing legal assistance in cases involving children in contact with the law;
  • One pre-test training and one ToT for key lecturers of the Judicial Academy conducted.
