1. Background

 

The Global Environment Facility (GEF)

The Global Environment Facility (GEF) is a global partnership among 183 countries, international institutions, non-governmental organizations (NGOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. The GEF International Waters (IW) focal area targets transboundary water systems, such as shared river basins, lakes, groundwater and large marine ecosystems. IW:LEARN is implemented jointly by the United Nations Development Programme (UNDP) & UN Environment and is executed by the Intergovernmental Oceanographic Commission of UNESCO.

 

GEF IW:LEARN is one of these projects, and its mandate is to promote experience sharing and learning among the GEF International Waters (IW) projects and the country officials, agencies, and partners working on them.  GEF IW:LEARN operates as a central hub of information and knowledge sharing and delivers a host of programmatic initiatives for the benefit of the GEF IW portfolio of projects. In pursuit of its global and regional objectives, GEF IW:LEARN seeks to strengthen global portfolio experience sharing and learning, dialogue facilitation, targeted knowledge sharing and replication in order to enhance the efficiency and effectiveness of GEF IW projects to deliver tangible results in partnership with other IW initiatives. This ToR is aimed at the procurement of services associated with the design, layout and harmonization of a series of manuals published by the GEF IW:LEARN project. Examples of these manuals are available at https://iwlearn.net/manuals/methodologies.

 

4. Description of the Required Services/Activities

 

As noted above, the selected Service Provider will be responsible for the design, layout and harmonization of a select number of manuals produced by the GEF IW:LEARN project.

 

Please note that the eventual contract may not include all of these services, but a quotation for each item is needed. Please see the list of publications below.

 

Table 1: List of documents requiring design and layout. This table should be utilized as part of the written quotation where an indication of the design cost is supplied during the bid.

 The design and layout of the manuals listed in Table 1 should follow a highly similar template and style as the following examples in order to harmonize all the publications:

The final products should be submitted in pdf format.

 

 

Deliverables, Deadlines and Reporting

 

 

All payments will be made against invoices submitted to UNESCO and GEF IW:LEARN reserves the right to request multiple revisions of the design to ensure the products meet required standards before final payment is made. The schedule of Service Provider deliverables and associated payment schedule is as follows:

This schedule of deliverables and payments could be revised with the approval of the GEF IW:LEARN Project Supervisor

 

Period of Performance

 

The contract (see next section) would commence the date of issuance by UNESCO and continue until the last day as indicated..

 

Fees/Contract

 

The winning bid and its associated Service Provider is expected to enter into an agreement with UNESCO based on a contract where a maximum total amount of reimbursable costs are specified.

 

The Service Provider will provide a detailed quotation of costs linked with the information detailed in Table 1.  

 

Coordination Arrangements

 

UNESCO IOC will assume the overall supervision and coordination role through a designated focal point, in this case the IW:LEARN Project Manager.

 

Selection process

 

GEF IW:LEARN, under the policies of UNESCO, is inviting written proposals from Companies for the work assignment described above. For your bid to be considered, your written proposal must include and adhere to the following:

 

 (a) Website links to publication portfolio publications the company has designed/produced

(b) Quotations for the design of each manual listed in Table 1 must be submitted;

(c) Your proposal and any supporting documents must be in English

 

Bids which do not comply with points (a), (b), and (c), will be automatically disqualified from the process.

 

Your proposal should be submitted by e-mail no later than close of business (23:59-Paris time) on 5 June 2020 to m.hamid@unesco.org. Submissions after this date will not be considered.
