Kindly find below the answer to was raised by some vendors for your information. Also, the second amendment of IRAQ-LRPS-004-2020- 9157006 is attached.
- Question: B.O.Q - Item# B-3 – Clarification regarding this point and also is the gate operating on Electrical or mechanical?
Answer: For the time being, the feeder channel is feeding the raw water to the adjacent basins from random openings without gates. This BoQ item is to Supply materials and manufacturing and installing of gates within the channel on the water entry points; the (50*50) cm gates are meant to controlling of the amount of water which enter for each basin”, In this case the gates are needed to be “Mechanical” in a way the operators can move them (vertically or horizontally” in more than one move “sliding” to control the discharging water quantity from that openings, and according to the instructions by the supervision committee.

Answer: it is “1 meter width”

- Question: I think there is error in work plan for doing this kind of works the rehabilitation and Upgrading of the Sedimentation Basins in East of Mosul City, which made by client. The third party (client) can devise a work plan, but cannot bypass safety requirement. Because item A-2 in the BoQ include inserting bars 16mm (dowels 16mm ) in the floor and walls of the S. basin, and inserting bars need drilling holes on walls of all sides (include interior walls) which is full of water on the other side, this when contractor working on Basin 2 or 3 which are in meddle. According to safety condition inserting bars team will be in risk if two other basin are not empty, and if three basins are empty that meaning project efficiency will be only 25%, and that's not allowed by client.
- : This work plan has been recommended by the director himself after chairing special technical committee for only this. There is more than one way to mitigate such normal/expected risk with each constructional works. The company should easily address such normal risk, using the available resources within the BoQ. (bearing reinforced concrete walls before inserting any bar, further side reinforcement, side steel patches….etc). This need to be reflected within the company’s “submitted Risk Mitigation Plan” which will indicate on the company capacity to mitigate such an expected and normal risk. The technical committee will focus on that during the technical assessment. At the end, there should be no bypass of the security requirement and this will be the responsibility of the contractor, CPs.
- Question: The best way to do this kind of work is to empty two basin but activities will be in one of them. For example if we start on 1st. one then the 2nd. one should be empty for the safety condition, at that time handover of work will be for 1st. basin only. And when we start on the 2nd. basin there's no problem from 1st. basin (side) wall because work completed on the wall and there's double walls between 1st. and 2nd. ( new wall form 1st. basin side has been completed), the only risk is from the wall between 2nd. and 3rd. that time 3rd. basin should be empty. By this way two basin will be out of duty, and hand over will be for one basin only each time.
Answer: I’ve already stated that approach in yesterday meeting as one of 2 options. When I said it would be accepted might prolong the duration for additional one month. This suggestion and approach can be reflected in the required “progress chart”, “duration” and “approach” which are all required and will be assessed by the technical committee. Each company can choose the best “approach”, above can be one of them.
