Description

KISMAYO BAIDOA URBAN WATER SUPPLY AND SANITATION PROJECT

 

  1. The Federal Government of Somalia has received a grant from the African Development Fund to finance the Kismayo Baidoa Urban Water Supply and Sanitation Project.
  2. The overall project objective is to contribute to improved quality of life, inclusiveness and resilience through the provision of sustainable water supply and sanitation services.
  3. The project outcomes are:
  • Improved access to water and sanitation services for the urban population in Kismayo and Baidoa
  • Improved management, planning and Development capacity of water and sanitation sector within Ministry of Energy and Water Resources
  • Increased direct employment opportunities

 

The procurement will be carried out in line with Procurement Methods and Procedures of the International Organization for Migration (IOM).

The project includes the following components:

Water Supply and Sanitation Infrastructure

This includes the following activities:

  • Water Resources assessment study for Kismayo town.
  • Design and Supervision of water supply systems in Kismayo and Baidoa
  • Construction of new/rehabilitation of priority Baidoa and Kismayo water supply infrastructure
  • Groundwater monitoring system for strategic boreholes in Baidoa
  • Construction of schools/ markets and health institutions sanitation facilities including rain water harvesting systems
  • Hygiene and Sanitation promotion
  • Environmental mitigation measures (tree nurseries, conservation measures etc.) for water sources

Capacity Development

This includes the following activities:

  • Support for mini Laboratory (equipment and chemicals at Baidoa and Kismayo)
  • Capacity building for water quality monitoring
  • Essential equipment, tools and vehicle for workshop/repair centres at Kismayo and Baidoa
  • Capacity building for Operation and Maintenance including strengthening PPP arrangements
  • Establishment of a WASH information management system
  • Procurement of an accounting and water billing system
  • Developing and implementing a skills enhancement program for marginalized youths

 

Project Management

The activities under this component include:

  • Monitoring and supervision for Ministry of Energy and Water Resources
  • Project steering committee meetings
  • Project Audit and completion reporting

4. Procurement of goods, works and services necessary for the execution of the project shall be carried out in accordance with the Bank’s Procurement Policy for Bank Group Funded Operations’’ dated October 2015. In particular procurement will be carried out using IOM’s procurement procedures.  Bidding and /or request for proposal documents are expected to be available in February 2020
