New clarification added: Questions: Regarding the Optical Fingerprint Sensor, since fingerprint sensor quality and performance is so important to ensure good quality biometrics functionality, should the sensor be quality certified such as ㆍFBI PIV/FIPS201 with certificate supplied with the submission? Regarding the SDK, should the SDK provide standardised fingerprint templates and compression to make software application development easy, including ISO 19794-4 standard templates and certified WSQ fingerprint image compression?New Android devices such as tablets now require Google Mobile Service (GMS) certification without which Google applications do not work, such as Google Playstore, Chrome, Google, maps etc., as well as API's from other applications which use these applications. Should the tablet device be GMA certified?UNOPS's clarificationIt is important to note first that the fingerprint reader must be incorporated into the tablet.The sensor must be provided with a quality certification respecting international standards and norms in the matter (at least the most recent ISO standards in biometrics).The certificate can be provided with the submission or easily verifiable on the internet. We want tablets with Google Mobile Service (GMS) certification or equivalent.Regarding the Android SDK, we want tablets with the recent android version and an Android SDK with at least the most recent ISO standards in terms of fingerprint models and fingerprint image compression digital.

For the identification of beneficiaries, the Social safety nets project must acquire tablets which will be used for:Data collection in the field;The recording of beneficiary data including the GPS coordinates of their respective habitats and their fingerprints; andThe control of these fingerprints during the payments of these beneficiaries, the pointing of the work of the workers for the activities with High Labor Intensity (HIMO), the activities of follow-up, sensitization, training of the beneficiaries in economic development in the field.Registering the beneficiaries' fingerprints will also make it possible, on the one hand, to avoid selecting the same beneficiaries in the field in case the Project wishes to register new beneficiaries. On the other hand, with the advent of the unified social register of vulnerable people in Cameroon, this registration will also allow the Project to find in the field in a unique and risk-free way a beneficiary registered in its database. The tablets needed by the Project must be robust and therefore be able to withstand harsh climatic conditions in the Sahelian and tropical areas (sand wind, rain, intense sun, heat and others). They must also offer free software modules allowing the development of applications capable of exploiting the hardware and software resources offered from application development interfaces.We are looking for tablets with the most recent version of Android and offering an Android SDK that will allow us to create our own applications. New clarification added: Question: I believe there has been a misunderstanding in relation to our previous query; we fully understand that partial quotes will NOT be accepted, what we are requesting is, given the high value of the contract, that: a) payment against partial shipment is allowed (e.g. first shipment is the Tablets only) and that the deadline for the delivery of all the items is extended, OR b) that UNOPS would accept to pay by letter of credit. This is to accomodate the high value of the contract and risk of such a value to an SME.We hope you will take the above under consideration.UNOPS's clarificationIn the general conditions of UNOPS, it is said that the payment of invoices is made within 30 days after receipt of ALL the goods/services and on submission of payment documentation.Kind regards

New clarification added: Question:We notice that the re-tender of this project has combined into one, what was previously divided into 3 lots. As an SME, the division of lots was beneficial as we could target those lots which were financially manageable to us. Bringing together all the lots will make it difficult for us to bid as the total value of the tender may tie up the majority of our capital and introduce risk.Would UNOPS reconsider dividing this project into lots or, offer more flexible payment terms such as: payment via letter of credit or perhaps extend the final delivery date so that partial shipment is possible.We thank you for your advices in this matter.UNOPS' s clarifications :Please note that UNOPS will not accept partial offers.Bidders must submit a quote for all items as required and specified in the Document ITB_2019_13367_SectionII_Schedule of requirements, and the assessment will cover all needs.Thank you.
