Description
The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA or OCHA) has established field offices to facilitate the coordination of humanitarian response in Syria. Currently UNOCHA in Syria has country office in Damascus and three sub-offices in Homs, Aleppo and Qamishly. UNOCHA Syria is seeking to contract a Third-Party Technical Facilitators Monitoring service provider for hiring and administering 6 facilitators, for third party monitoring of projects funded through the Syria Humanitarian Fund. Under the overall supervision and guidance of OCHA the Facilitators will support the coordination of field monitoring, and information gathering and reporting of the humanitarian activities by working together with other UN, NGO staff and other humanitarian actors in the field. Purpose and Scope of Work Assignment: • The service provider will recruit, manage and administer Third-Party Technical Facilitators based on UNOCHA’s request, according to the defined Terms of Reference. Recruitment will be conducted in a fully transparent and competitive manner and will be competency-based. • The service provider will be responsible for providing full administrative, logistical and security support to the Third-Party Technical Facilitators as requested by UNOCHA. • The number and geographical locations of Third-Party Technical Facilitators is detailed below and may be modified according to UNOCHAs needs throughout the duration of the contract. • The Third-Party Technical Facilitators working under a contract with the service provider in support of UNOCHA activities and monitoring of Syria Humanitarian Fund. UNOCHA does not have any direct or indirect responsibility towards Third Party Technical Facilitators and their legal heirs. • The service provider is responsible for the provision and payment of the monthly salary and other entitlements • Payments (including salaries and DSA) in Syrian Pounds will be settled directly by the service provider to the third-party Technical Facilitators according to Syrian labor law. • The service provider is required to provide to the Third-Party Technical Facilitators a cell phone with SIM card; 3G modem; stationery; and a laptop. • The service provider will be paid a percentage as administrative fees for the management of contracts, covering the costs indicated in points 5-7. • The responsibility for safety and security of the Third-Party Technical Facilitators rests with the service provider who should provide a basic security training. Deliverables: • Recruit and manage Third Party Technical Facilitators deployed in various Governorates (initially Third-Party Technical Facilitators as detailed below but with the possibility of more or less Technical Facilitators at different times depending on needs). • Provide administrative, logistical and security support to recruited Third Party Technical Facilitators including office space and equipment. • Pay salaries to Third Party Technical Facilitators on a monthly basis according to Syrian Labor Law as well as any DSA for working time spent outside the Governorate where the facilitator is based. • Monitor the work of Third-Party Technical Facilitators to ensure quality and timely reporting on all the technical assistance activities being conducted. Geographic Area: the service provider must be able to deploy Third Party Technical Facilitators in 14 Governorates including Idlib, Hama, Daraa, Raqqa, Hassakeh, Deir Ezzor. Duration of contract: (12 months) with a possibility for extension for another 24 months depending on satisfactory performance. Conflict of Interest The service provider must be completely impartial and independent from all aspects of management or financial interests in the entity being monitored. During the period under contract with OCHA, the service provider should not be employed by, serve as director for, or have any financial or close business relationships with any of the entities being monitored.
