Consultancy on WHO Report on the Global Tobacco Epidemic 2021 Tobacco Free Initiative
BACKGROUND
The Tobacco-Free Initiative (TFI) programme of the WHO Regional Office for the Western Pacific is mandated to assist Member States in the full implementation of the WHO Framework Convention on Tobacco Control (FCTC) in order to reduce tobacco use and protect people from second hand smoke exposure and thereby prevent and mitigate tobacco-related diseases and premature deaths.
The incumbent will collaborate with Member States and other stakeholders to collect and develop strategic information to be used in advancing tobacco control in the Western Pacific, in line with the Regional Action Plan on Tobacco Control in the Western Pacific (2020-2030). The incumbent will focus in particular on the following activities:
- The WHO Report on the Global Tobacco Epidemic (http://www.who.int/tobacco/global_report/en/) tracks the status of the tobacco epidemic and the impact key demand reduction measures, MPOWER, at are being implemented to stop it, based on data collected from the Member States. The 8th edition of the report is expected to be launched in 2021, for which TFI in each region will be requested to support the preparation throughout 2020.
- The Revolution Smoke-Free campaign was launched in July 2018 to invite the private sector to implement smoke-free workplaces. In 2020, TFI is planning to tap the network of businesses established through national launches across the Region to sustain the campaign through its online platform.
- World No Tobacco Day is celebrated every year on 31 May. TFI at WPRO is tasked to lead the development of the global social media campaign for this event and will support various regional and country activities to raise awareness on tobacco control.
- Cessation support is one area where WPRO TFI is planning to strengthen its support to the countries. Following the 5th International Workshop on Implementation of Article 14 of the WHO FCTC, integration of brief tobacco interventions in participating countries will be supported.
- The 9th Conference of Parties (COP9) to the WHO FCTC is planned in November 2020. Various preparation activities to support Member States, including a regional preparatory workshop, will take place in the runup to COP9.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The Tobacco-Free Initiative (TFI) Unit of the World Health Organization Regional Office for the Western Pacific (WHO/WPRO) is looking for a consultant to support preparation of the WHO report on the global tobacco epidemic 2021 and provide support to other TFI programme activities including the implementation of the Regional Action Plan on Tobacco Control for the Western Pacific (2020-2030), World No Tobacco Day, the Revolution Smoke Free campaign and preparation for the 9th session of the Conference of Parties to the WHO Framework Convention on Tobacco Control.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Under the supervision of the Coordinator, TFI, the consultant will perform the following functions:
- Coordinate and manage data collection and analysis and facilitate the data sign-off process for the WHO report on the global tobacco epidemic 2021;
- Collect and analyse tobacco control data from areas in the Region following the guidelines of the WHO report on the global tobacco epidemic;
- Support synthesis and dissemination of information collected for the Revolution Smoke-Free campaign to facilitate sustained engagement with the private sector through the campaign website, social media channels and in-country events;
- Support the planning, preparation and management of regional and in-country activities to mark World No Tobacco Day 2020;
- Facilitate technical support to expanding brief tobacco interventions and other forms of cessation support;
- Assist in the planning and preparation of activities to support Member States’ preparation for COP9;
- Provide technical support to other TFI programme activities, including meetings, consultations and workshops;
- Assist in the development and dissemination of materials, documents and reports related to tobacco control; and
- Perform other related tasks as necessary.

QUALIFICATIONS & EXPERIENCE
The contractual partner must fulfil the following qualifications:
EDUCATION
Essential:
• A degree in medicine, public health, law or social sciences.
Desirable:
• Postgraduate degree in public health or its equivalent training
EXPERIENCE
Essential:
• Minimum five years of experience in public health research, health information systems or data management services.
Desirable:
• Experience in tobacco control
TECHNICAL SKILLS & KNOWLEDGE
• Ability to coordinate with external partners as well as work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
LANGUAGE
• Written and spoken fluency in English is essential.
