The ILO signed an agreement with the Millennium Challenge Corporation detailing the Mwakuri Aika a Raraoi Ibukimi 2 Activity (“MARI 2 Activity”): Worker Protection and Family Resilience. The ILO-led MARI 2 Activity will support the Kiribati Ministry of Employment and Human Resource (MEHR) with a focus on worker protection and family resilience. This Activity shall support MEHR, overseas workers and their families, and organisations advocating for overseas workers in addressing worker rights and family needs before, during, and after deployment to overseas opportunities. The Activity shall consist of the following three sub-activities that will lead to workers being equipped to exercise their rights during overseas work, families being equipped to manage the impacts of overseas work, and workers and their families being equipped to manage the impacts of overseas work upon return:

Sub-activity 2.1 will aim to lead to workers being equipped to exercise their rights during overseas work, promoting workers’ rights and well-being. ILO will achieve this by strengthening the institutional capacity of the MEHR and linking aspiring, existing and returnee overseas workers, and members of their families, to the services required to understand and exercise their rights. Under this Sub-activity, the ILO will facilitate the establishment of Kiribati’s first Overseas Workers Resource Centre (OWRC), which will be essential to achieving results across the MARI 2 Activity.

Sub-activity 2.2 will aim to lead to workers and their families being equipped to manage the impacts of overseas work through pre-departure training. This will complement Sub-activity 2.1 by ensuring workers are equipped with information and skills to maximise the benefits of labour migration.

Sub-activity 2.3 will facilitate and strengthen reintegration support, ensuring that benefits from labour migration are more sustainable for returnee overseas workers and members of their families. Under this Sub-activity, the ILO will support the development and implementation of a reintegration and staffing operational strategy informed by regional approaches, in partnership with Government of Kiribati, and provide direct support to returnee workers and their families to plan for reintegration.

2.   THE ASSIGNMENT

The tasks are as follows:

  1. Work area one: Coordinate and implement the project activities that have immovable deadlines, progressing work in the following key areas:
    1. Finalise SGIP plan, and support ILO team on SGIP implementation, monitoring and reporting
    2. Supporting the negotiation of project sub-agreements with MEHR and other potential partners and partnering for the family inclusive pre-departure and reintegration activities.
    3. Assist ILO team with technical advice to MEHR and partners with respect to referral pathways, OWRC operationalisation and related activities.
    4. Support development of Reintegration Support Options.
    5. Ongoing coordination with MCC and assist with preparation of quarterly reporting.
    6. Knowledge Attitude and Practices survey oversight.
    7. Support design of project materials related to labour mobility as required
    8. Donor engagement/liaison as required
    9. Policy advice/support to MEHR on labour mobility issues as required
    10. Technical advice/inputs on baseline survey
    11. Oversight of CTIP implementation
  2. Work area two:  Undertake up to 2 x missions to Tarawa/Fiji to process agreed activities if/when required.

The consultant will work under the supervision of the the MARI 2 project manager, with oversight from the Country Director and technical support from the ROAP Senior Labour Mobility Specialist.

An indicative timeline is included below, this will be subject to monthly work-plans and supported by comprehensive information management (i.e. filed notes from all consultations, mission reports, bilateral meetings).
