Provision of Implementation of Activities to Support Women Workload Reduction for On- And Off-Farm Work and Household Tasks Through Labour-Saving Technologies: Rainwater Harvesting System in JP RWEE (2023-2027) in Rwanda

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Implementation of Activities to Support Women Workload Reduction for On- And Off-Farm Work and Household Tasks Through Labour-Saving Technologies: Rainwater Harvesting System in JP RWEE (2023-2027) in Rwanda.

The Joint Programme ‘Accelerating Progress towards Rural Women’s Economic Empowerment’ (JP RWEE) is a global initiative with an overarching goal to secure rural women’s livelihoods, rights and resilience in the context of sustainable development. Specifically, the programme has four integrated goals: it seeks to Improve food security and nutrition; Increase income to sustain livelihoods and build resilience; enhance women's participation in decision-making; and enable a more gender-responsive policy environment for the economic empowerment of rural women.

The JP RWEE work in Rwanda falls under the UN Sustainable Development Cooperation Framework (UNSDCF) supporting the implementation of the 2030 Agenda for Sustainable Development. The Ministry of Agriculture and Animal Resources (MINAGRI) and the Ministry of Gender and Family Promotion (MIGEPROF) form part of the National Steering Committee, which has oversight of the governance of the programme and ensures it aligns with government strategies and development priorities. The second phase of JP RWEE incorporates two cross-cutting lenses, firstly, a resilience lens to enable rural women and their households to anticipate, adapt and respond to climate change, hazards and other shocks and build back from COVID-19; and secondarily, a transformative lens to address unequal power dynamics and discriminatory social norms and contribute to transformative and structural change at multiple levels through four complementary outcomes.

The JPRWEE Rwanda Phase II aims to reach a total of around 32,000 people, including 8,000 direct beneficiaries (70% women and 30% men) and 24,000 indirect beneficiaries. Under Rainwater Harvesting System Activity, IFAD targets to reach 500 direct beneficiaries representing 6% of total direct beneficiaries including 350 rural women and 150 men. This activity comes to support other interventions of the programme like GALS, Voluntary Saving and Loan Associations (VSLAs), FFLS, provision of small livestock, among others. Direct beneficiaries will be JP RWEE beneficiaries and priority will be women, men, youth, persons with disabilities, teen mothers, and survivors of GBV, women affected by HIV aids and other vulnerable groups.
