The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of consultancy services for Feasibility Study and Design of DaIMA Component 3 (“Access Green Dairy Financing Facility”).

IFAD is seeking to recruit a qualified consulting firm (the Contractor) to undertake a Feasibility Study and formulate the design of component 3 (the Green Dairy Financing Facility or the facility hereafter). The assignment is expected to last for 13 weeks and will encompass the following steps:

- Step 1: Demand and Supply Analysis of the dairy sector in the selected four countries: the Contractor is tasked to conduct a comprehensive analysis of the demand and supply of the financial need of the targeted segments in the dairy sector across the selected four countries (Kenya, Rwanda, Uganda and Tanzania). The Contractor is expected to collect data but also to leverage insights drawn from the project studies that have been already prepared by IFAD and its partners (see Annex I).

- Step 2: Proposed Structuring Options: Based on the identified demand and supply trends under step 1, the Contractor is expected to formulate recommendations for at least 2 options on how to structure financially and operationally the Facility. For each option, the Contractor should provide high level description of the financial structure, implementation modalities while highlighting the pros and cons related to its delivery.

- Step 3: Facility design: after IFAD and the Contractor jointly review the options under Step 2 and agree on the most suitable option, the Contractor is requested to elaborate the detailed financial structure and implementation modalities of the selected option. This phase involves translating the chosen structuring option into a full design that will be included in the DAIMA project appraisal report and GCF Funding proposal. In addition, the Contractor will provide a Financial Model for the selected option.
