Provision of External Mid-term Evaluation PARM Horizon 2

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of External Mid-term Evaluation PARM Horizon 2 Services. The Mid-Term-Evaluation (MTE) aims at determining the relevance, efficiency, effectiveness, impact and sustainability of PARM Horizon 2, given its mandate, institutional structure, goals and modus operandi. The MTE is proposed to allow PARM Secretariat, the Steering Committee, Governments and the development partners to identify the strengths, the weaknesses and assess the overall performance of the platform. The findings of the evaluation are expected to contribute to achieve the objective of PARMH2 and better align the activities with Governments and strategic partner priorities. Institutional sustainability will be a key transversal issue to address in the evaluation.
