In particular, the description includes multiple materials. We kindly request clarification on which material is intended for this item and how the quantity should be interpreted.UNOPS Response:This item was previously combined with general notes, which was causing confusion. This has now been corrected in Revision No. 1 of the BoQ, where the issue has been addressed. The correct item description is as indicated at the end of the same row of the BoQ, as follows:300×300×20 terrazzo stone flooring with cement mortar (1:3) as per drawings. Quantity: 19.61 sqmQuestion No. 5.For bidders who were unable to attend the scheduled site visit, kindly confirm whether they remain eligible to submit their bids without having attended the site visit. Furthermore, please advise whether an additional site visit will be arranged or if any alternative arrangements are available.UNOPS response, No. The site visit is mandatory to enable bidders to accurately assess site conditions prior to submission. New amendment added #1: Amendment No. 1Annex 1 – Bill of Quantities (BoQ) for this tender has been revised and is available under the Documents tab of the tender under the following name:“Rev.1 Annex 1 – BOQ – Provision of Security Enhancement and Cafeteria Works for HMAC”The following changes have been made in the revised BoQ:For all items where a specific brand was previously indicated, equivalent brands are now acceptable in accordance with the revised BoQ for the purpose of easing completion.For Line Item 27 under the Female Searching Room subtitle, the general note previously included has been removed to avoid bidder confusion and misinterpretation.All bidders are advised to refer only to the revised BoQ (Rev.1) for preparation and submission.

New clarification added: Clarification No. 2 Question No. 1: Can a company conduct its own site visit if it was unable to attend the official site visit?UNOPS Response: No. The site visit was strictly limited to the scheduled location, date, and time. Bidders are not permitted to arrange independent site visits.The mandatory site visit was conducted on 13 April 2026. Due to the urgent service start date, no additional site visits or extension of the tender period are planned at this time.Question No. 2: Is a bidder eligible if they have not attended or conducted a site visit?UNOPS Response:The site visit is mandatory to allow bidders to accurately assess site conditions prior to submission. Therefore, bids from those who did not attend will not be eligible to submit a proposal and will not be considered evaluation if submitted.Question No. 3: Can work be carried out on Fridays and Saturdays at the Herat Multi-Agency Compound (HMAC)?UNOPS Response: Find the following weekend working schedule in HMAC:Fridays: No activities are permitted.Saturdays: Work may be carried out from 09:00 to 16:00. All contractor personnel must vacate the compound by 16:30. New clarification added: Clarification No. 1Clarification request:As you are aware, a duration of 60 days has been allocated for this project. However, due to the following reasons, this timeframe is not sufficient:First, the project involves the construction of a Female Check Room with a concrete structureAfter contract signing, mobilization alone may take up to 10 days.Subsequently, the preparation, submission, and approval of the concrete mix design will require at least another 10 days.According to the structural drawings of this room, which include multiple stages of RCC and PCC concrete works, completing the structure up to roof level will require at least an additional 10 days.Furthermore, formwork should not be removed for a minimum of 14 days.Afterward, masonry works—including brickwork in walls, conduit installation, installation of door frames, and plastering of walls and ceiling—will take at least 5 more days.In addition, the plaster must be properly cured and dried before painting. Although painting is not specified in your specifications, it is standard practice not to start painting before 30 days after plastering.Considering all the above factors, the allocated time is not sufficient under any circumstances. Therefore, we kindly request your guidance so that we can prepare a realistic and practical work plan.UNOPS Response:The project commencement date is 6 calendar days after contract signing. The contractor is expected to initiate mobilization during this period. These 6 calendar days are not included in the project duration. Submission of a concrete mix design is not required for this project, as an approved mix design is already available from ongoing concrete works within the compound using the same materials.The structure is a small searching room (5.8 m × 4.2 m). By omitting the additional time mentioned above, the works can be completed within the specified timeframe.Formwork Removal: Noted.Masonry Works: Noted.Due to the urgency of the security room, painting will be carried out after project completion, once the plaster is fully cured and dry.as a conclusion in view of the urgency of the project, no extension to the project duration will be granted. The contractor is expected to complete all works within the allocated 60-day period.
