The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
The ILO seeks an External Collaborator to support efforts to strengthen the inclusion of migrant workers and their families within national social protection systems in South Asian countries of origin, particularly Bangladesh, Nepal and Sri Lanka. The assignment will generate analytical evidence, strategic rationale and practical tools to inform regional and national policy dialogue on aligning migrant-specific protection mechanisms (such as welfare funds and insurance schemes) with mainstream national social protection systems.
The consultant will undertake a regional diagnostic assessing how national social protection strategies, systems and schemes address the needs of migrant workers and their families, including analysis of legal, institutional and governance arrangements, barriers to effective access and political economy dynamics shaping current policy approaches.
Based on this analysis, the assignment will develop an advocacy case for migrant-inclusive social protection and a practical framework and assessment tool to guide convergence between migrant-specific and national systems. The framework will be piloted in Bangladesh to identify reform entry points and support policy dialogue.
