Request for Proposal (RFP) for rapid assessment of needs and market for vocational skills training with out-of-school adolescent girls and young women.
Within the framework of the Nepal Country Office Strategic Note 2014-2017, in addition to its focus on women’s leadership, women’s participation in peace and security, disaster risk reduction and humanitarian response, good governance, and violence against women and girls, UN Women continues its efforts to empower women economically for their sustainable livelihood opportunities in Nepal. One of its strategies to women’s economic empowerment is the provision of vocational skills training to the most vulnerable and excluded women and girls.
Nepal has made a significant progress in school education and adult literacy. However, young women and adolescent girls, particularly the most vulnerable and excluded, still face challenges to stay in school to accomplish their education. As a result, the retention rate of girls at Grade 8 is 77.2 per cent, while it is 38.9 per cent at Grade 10[1]. In this context, the joint programme with UN Women, UNESCO and UNFPA was designed to enhance access to quality and relevant education for adolescent girls and young women in Nepal. Under the overall framework of the joint programme, UN Women plans to provide vocational skills training along with necessary psychosocial support and facilitation of job placement to the most vulnerable and excluded out-of-school adolescent girls and young women in order to increase their opportunities for wage-employment which can support those out-of-school adolescent girls and young women with more choices for their lives.
In order to design and deliver the above training, it is necessary for UN Women to identify needs of the most vulnerable and excluded out-of-school adolescent girls and young women for vocational skills as well as needs for psychosocial support to participate in the vocational skills training, and to understand the demand in the current local job market. For this purpose, UN Women is seeking services of a consulting agency / institution that has experience of work and expertise in the area of carrying of needs assessments, markets surveys and situation analysis, particularly in the field of vocational education and skills training.
The overall objective of the needs and market assessment in the three selected districts (provided in the following section) is to identify and recommend the relevant, timely, cost-efficient and most demanded trades for short-term vocational skills training to the most vulnerable and excluded out-of-school adolescent girls and young women.
The specific focuses of this needs assessment are as follows:
- To identify specific needs of the most vulnerable and excluded out-of-school adolescent girls and young women for short-term vocational skills training;
- To identify needs of the most vulnerable and excluded out-of-school adolescent girls and young women for psychosocial support to participate in and complete vocational skills training;
- To identify the specific demand for vocational skills in the local job markets;
- To assess the relevance and marketability of vocational skill set to be identified; and
- To recommend the most relevant, timely, cost-efficient and most demanded vocational skills for the short-term training to the most vulnerable and excluded out-of-school adolescent girls and young women.
