II. Introduction/Background
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), request for proposals and quotations from suitable qualified and registered public and private radio stations, or independent media firms for the production and airing of a weekly 30 minutes live/interactive radio programme in one or more of the following States: Adamawa, Plateau and Gombe for two quarters, with effect from June, 2016. The radio programme is aimed at increasing public awareness and support for increased engagement of women in peace and security, reduced incidences of gender-based violence and implementation of other related components of UN Security Council Resolution 1325 in target states and Nigeria at large. This is a public enlightenment initiative under a 3-year Programme tagged ‘Promoting Women’s Engagement in Peace and Security in Northern Nigeria’, funded by the European Union and implemented by UN Women, in partnership with UNICEF and the Federal/State Ministries of Women Affairs and Social Development.
The Programme supports the Federal Government, three Northern States of Nigeria (Adamawa, Plateau and Gombe), and selected constituted Local Government Areas (LGAs) to strengthen women’s leadership, advance gender equality and improve protection for women and children in conflict settings. The Programme is composed of three inter-locked components, each with their own specific objective:
- Strengthen women’s role in conflict prevention, peace-making and peace building;
- Mitigate the impact of conflict upon women and girls (including Gender-Based Violence); and
- Enhance a conducive environment for the implementation of United Nations Security Council Resolution (UNSCR) 1325 and monitoring of gender equality commitments in Nigeria.
III. Objective of the Radio Programme
Under the overall guidance and supervision of the UN Women Deputy Programme Manager and State Coordinators for the WPS Programme, the selected radio station and the designated Producer and Presenter(s) for the weekly radio programme will facilitate the production and airing of live discussions programmes with relevant topics for increased public awareness and support for women’s active participation in peace and security processes, at all levels in any of these states: Adamawa, Plateau and Gombe. The Programme will also increase public awareness and stakeholders support in the implementation of UNSCR 1325 Resolution, at LGA, State and National levels.
The radio programme is expected to be lively and highly interactive, engaging professional guest discussants and the listener, with provisions for phone in, text messages (SMS), email, WhatsApp, Twitter and other social media portals.
IV. Scope of the Radio Programme/Partnership
- Periodic Planning, Strategy and Review Meetings with UN Women staff and partners (including government MDAs, CSOs, Security Agencies and Media Partners), on appropriate topics and identify suitable guests discussants to be engaged for every edition of the programme in English and in some editions in Hausa, as deemed fit to effectively reach out to target listeners.
- In consultation with UN Women and key partners, develop a Media Strategy for the Programme, with specific objectives, target, expected results, including M&E Plan with measurable indicators for measuring results. Every episode should be recorded in tape/CD, including file documentation of feedback from listeners. These will be submitted to UN Women on monthly basis with summarized report with progress reports on successes, challenges and recommendations.
- In consultation with UN Women, adopt and sustain a consistent prime time for the programme, ensuring wide coverage in different LGAs Of any of the specific target state, and where possible neighboring states.
- The target Listeners should include Stakeholders at State and LGA levels, including beneficiaries of the Women Peace and Security Project. These include but not limited to the following: Government (Executive, Legislative and Judiciary), Community/Religious Leaders, CSOs, Development Partners, Security Agencies, vulnerable groups, especially Women and Girls (at State and Grassroots levels), Youths, the Media and Gender Advocates.
- Jingles and announcements produced by UN Women will be aired at least four times in the course of every episode of the programme, in English, Pidgin English, Hausa and any other local language as deemed appropriate. This will be at the beginning, mid-way and ending of each episode of the programme;
- In consultation with UN Women, identify and engage UN Women’s Peace and Gender Media Network member(s) in target states as Producer/Presenter(s) of the Programme, and utilize their knowledge, experience and skills acquired over time from UN Women and other sources, in the areas of Gender, Peace and Security.
V. Expected Results/Deliverables
- Radio Strategy/Plan for the Programme, with specific objectives, target, expected results and M&E, with measurable progress indicators, among others;
- Monthly Report, summarizing meetings held with UN Women and partners in target States, and programmes produced/aired, with analytical summaries and recommendations for Programme follow-up;
- Recorded episodes of the Programme, including a data base record of feedback from listeners (Phone calls, SMs, WhatsApp, emails, etc.
VI. Engagement Requirements
The Radio Station and the team to be engaged is required to possess the following:
- Registration and Scope of Coverage: Registered and licensed as a Public or Private Broadcasting Station, reaching out to listeners in the various LGAs of any of the three target states: Adamawa, Plateau and Gombe. Evidence of registration and coverage of frequency modulated band is required. Coverage extending to neighboring states is an added advantage.
- Technical capacity and experience: Evidence of technical capacity and substantial experience in producing and airing similar live and interactive programme;
- Integrity and Professionalism: Demonstrating consistency in upholding and promoting the values of UN Women in actions and decisions as well as values and ethical standards, in line with Broadcasting and the UN Code of Conduct;
- Ethics & Values: Promoting Ethics and Integrity/Creating Organizational Precedents in line with professional media and broadcasting ethics and values;
- Cultural Sensitivity and Adaptability/Valuing Diversity: Demonstrating an appreciation of the multicultural nature and diversity of listeners in target states. Demonstrating an international outlook, appreciating differences in values and learning from cultural diversity.
VII. Duration of Contract:
The duration of the weekly radio programme is 2 Quarter i.e.6 month, commencing by June 2016, following the signing of contract. The contract may however be extended beyond this time frame.
VIII. Submission of Proposal/Programme Synopsis and Budget/Quotation
Interested eligible bidders (Radio Stations or Independent Private Media firms) are required to submit the following:
- Proposal/Programme Synopsis, and corresponding Quotation/Budget for target state;
- Organizational Profile, including technical competence, experience and scope of coverage in target and neighboring state(s), if any;
- Certificate of registration/license as broadcasting stations or Media firm;
- CVs of proposed producer and presenter(s), showing their qualification, technical competence and experience relevant for the assignment.
- Any other document to further substantiate requisite qualification, technical capacity and experience.
Billing and Payment Modality:
The selected bidder will be paid in advance for the first two episodes (cost of hosting and airing of the programme) per month, and remaining 2 episodes will be paid after airing. This same payment modality will be repeated on monthly basis throughout the duration of the contract. Payments will be effected via electronic bank transfer after receiving bills and necessary supporting documents.
