Please be advised the TOR and Technical Proposal Format for RFP 004-2015 has been amended to reflect the reasons for re-advertisement which mainly was to indicate the preferred platform and compare the proposals with the same technical platform (.NET). Consequently the deadline has been extended to 25 January 2016. For ease of reference the sections amended have been highlighted in yellow.

You should also be advised that questions of the Technical Proposal should be completed in full and clearly with correct numbering as the evaluation committee is not allowed to make conclusions based on the overall submission.  For example in Question 1.2, you need to give a response (either way) for the evaluation committee to give any scoring to this part, otherwise regardless of whether your organization has or has not had an adverse judgment effecting your capability to perform the contract, the scoring will be zero since the evaluation committee is not allowed to make assumptions based on the certificates or awards you have obtained.
