Animated Video services

We are seeking the services for the design and production of an Animated Video and kindly request you to submit your quotation as per the Technical Specifications, detailed in Annex I of this RFQ.
Based on the specifications presented below, UN Women is seeking requests for quotations from different vendors and companies. Companies interested in providing quotations for this assignment shall send their financial proposal along with the draft script and a digital video sample produced by their esteemed company (minimum 1.50 min) to the below specified address. The draft script shall be based on the proposed structure outlined in the Annex II. The technical steering committee of the joint programme will select the successful bidder for this assignment based both on the financial proposal as well as on the sample of work provided.

Quotations submitted by email must be limited to a maximum of 10 MB, virus-free and no more than 3 email transmissions. They must be signed and in .pdf format, free from any form of virus or corrupted contents, or the quotations shall be rejected.
It shall remain your responsibility to ensure that your quotation will reach the address above on or before the deadline. Quotations that are received by UN WOMEN after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

General Conditions of Contract For Goods and Services
At any time during the validity of the quotation, no price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by UN WOMEN after it has received the quotation. At the time of award of Contract or Purchase Order, UN WOMEN reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum twenty five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions.
Any Contract or Purchase Order that will be issued as a result of this RFQ shall be subject to the General Conditions attached hereto. The mere act of submission of a quotation implies that the vendor accepts without question the General Conditions of UN WOMEN herein attached.
The UN Women has set out a vendor protest procedure intended to afford an opportunity to appeal to persons or firms not awarded a purchase order or contract in a competitive procurement process. It is not available to non-responsive or non-timely proposers/bidders or when all proposals/bids are rejected. Annex I:
Specifications
A. Background
The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), adopted in 1979 by the UN General Assembly, is often described as an international bill of rights for women. Consisting of a preamble and 30 articles, it defines what constitutes discrimination against women and sets up an agenda for national action to end such discrimination. The Convention provides the basis for realizing equality between women and men through ensuring women's equal access to, and equal opportunities in, political and public life - including the right to vote and to stand for election - as well as education, health and employment. States parties agree to take all appropriate measures, including legislation and temporary special measures, so that women can enjoy all their human rights and fundamental freedoms. Countries that have ratified or acceded to the Convention are legally bound to put its provisions into practice. They are also committed to submit national reports, at least every four years, on measures they have taken to comply with their treaty obligations.
UN Women, UNFPA and UNICEF – in collaboration with the Jordanian National Commission for Women- joined forces to support the Government of Jordan in the submission of the 6th national report to the CEDAW Committee through a joint programme. With the objective of raising awareness on the importance of the CEDAW, UN Women – in its capacity of Managing Agent of the joint programme ‘Support the submission of the 6th National Periodic Report to the Committee on the Elimination of Discrimination against Women (CEDAW)’ – is circulating the presented Specifications seeking quotations for the production of a creative animated video on the CEDAW.
B. Objectives
Under the guidance and supervision of the technical steering committee meeting of the joint programme ‘Support the submission of the 6th National Periodic Report to the Committee on the Elimination of Discrimination against Women (CEDAW)’, the production company will assist participating UN Agencies in the production of a short animated video on the CEDAW. The main objectives of this assignment can be summarized as follows:
- Design and produce an appealing product for the general public (Jordan) to illustrate the importance of the CEDAW in a simple and visually-engaging way;
- Present all articles of the CEDAW and its Protocols using pertinent visuals and animations;
- Produce a HD animated video, compatible for multiple platforms uploads.
The technical steering committee will provide content guidance, data and key messages that can be used to develop the animated video. Members will also provide consolidated comments on scripts and rough cut and will provide guidance on graphic work based on institutional branding guidelines.
C. Specifications
- Significant and demonstrable previous experience in developing animated videos.
- Previous experience in developing animated videos for awareness raising purposes desirable.
- A creative approach to bring the CEDAW process alive on video.
- Full application of UN brand identity.
- Ensuring output is web-friendly for use on interactive UN websites and social media channels.
D. Technical specifications
Length: between 3 to 4 mins running time
Language: Arabic (both voice-over and text), standard classic Arabic + English subtitles
Background music: yes, company to provide it
Color: HD colors
Format: the videos should be delivered in a digital format that can be used on YouTube, and other digital media tools (open files) as well as in TV broadcast quality.
E. Target audience
The animated video is meant to be produced for the general public. It shall also serve as an informative and awareness raising tool for civil society organizations and community-based organizations engaged in the promotion of gender equality and women’s rights
F. Deliverables
1. Submission of a detailed storyboard for the animated video (by 30 September 2015);
2. Submission of the first draft animated video (by 15 October 2015);
3. Submission of the final version of the animated video incorporating comments and inputs received by members of the technical steering committee (by 30 October 2015).
4. Post production: Motion graphics, animation and video editing as well as edit video
G. Fees and Schedule of Payment
The contractor will be remunerated based on the successful delivery of the product within the indicated timeframe and after the positive evaluation of the technical steering committee meeting of the joint programme ‘Support the submission of the 6th National Periodic Report to the Committee on the Elimination of Discrimination against Women (CEDAW)’.
H. Copyright
The videos will pass to the exclusive ownership of UN Women, UNFPA, UNICEF and the Jordanian National Commission for Women including all use and distribution rights connected to them.

Annex II
Proposed video structure
The proposed structure of the animated video shall serve as guidance for the development of its script. Therefore, the script proposal shall encompass creative solutions to address all the below mentioned points taking into consideration cultural sensitiveness:
1. What is CEDAW?
2. Revising negative perceptions of the CEDAW
3. Key women’s rights promoted by the CEDAW (including statistics on Jordan)
4. Closing slogan
