Description

The International Labour Organization (ILO) invites institutions with demonstrated expertise in labour research and primary survey implementation to submit proposals for conducting a diagnostic study on informality, remuneration, and working time within India’s platform economy.  

The study will include a review of legal frameworks, primary survey data collection in selected states (Jharkhand, Telangana, Tamil Nadu, Karnataka), stakeholder consultations, and the development of actionable recommendations.

Key Deliverables:

  1. Inception Report
  2. Questionnaire/Sampling Plan & Preliminary Findings
  3. Draft Diagnostic Report(s)
  4. Stakeholder Validation Workshop Summary
  5. Final Report (incl. 10-page summary in English/Hindi & presentation)

Submission Requirements:
Applicants must submit technical and financial proposals separately, including:

  1. Organizational profile, team member CVs, and relevant experience.
  2. Detailed methodology and work plan corresponding to the TOR.
  3. Samples of similar assignments.
  4. Financial proposal covering all anticipated expenses, with detailed break-up of costs.

Evaluation Criteria:
Proposals will be evaluated based on the Quality-and-Cost-Based Selection (QCBS) method, with a 70:30 weightage between technical expertise and financial value.
