Company to support the National Social Security Fund on producing the 2023 Annual Report (Re-advertised)
The National Social Security Fund (NSSF) is the primary social security institution in Cambodia. It was established in 2007 and initially managed the Occupational Risk insurance to private sector employees which started in 2008. NSSF has since then expanded its scope and coverage. In the presence, NSSF operates the contributory schemes of Occupational Risk and Health Care for both the public and private sector employees. NSSF also manages the operations of Pension schemes for private sector employees (since October 2022), supports the implementation of the health care programme for informal workers, the provision of allowances to female workers at childbirth, and carries out a pilot scheme for the self-employed.
The NSSF Department of Social Security Policy is divided into three divisions with the division of Statistics is in charge of developing the NSSF Annual Report yearly publication. The Annual report gets released in the early months of each following year and discloses to the public information on the performance, operations, activities, and key achievements of the Fund. The Report also contains updates on institutional strengthening, challenges, remedies, and action plans, accompanied by the Fund’s reflections. The annual report is typically intended for a variety of stakeholders, including the institution's management team, board of directors, constituents, NGOs, the media, and the general public.
The Report is a key instrument for transparency and accountability, as it provides stakeholders with insight into the institution's performance and operations. Additionally, the Report can be used to identify areas where improvements may be needed and to guide future planning and decision-making.
The ILO supports the NSSF modernisation process in the areas of ICT applications, improved business processes, data sharing, performance management and a learning & development framework. The objective of this support is to better monitor the social security system and to make informed policy decisions based on valid and timely data. This will improve overall accountability and coordination of the social protection system in Cambodia.
