New clarification added: Q 17. As per previous practice the Vendors are asking the same question of Approved manufacturer list.However the UN response was as follows; "Our policy do not allow to specify manufactures, brands and models. You can offer us any equipment that comply with the specifications of items mentioned in this ITB" In view of above issue your guidance is awaited. Please provide the list of Approved Manufacturer list.A 17. Please note that UNOPS do not recommend any specific brand or manufacturer therefore we do not have any list of approved manufacturers. You can propose any item that comply with the specifications.Q 18. As informed by our insurance broker, the insurance policies can be acquired after the award of contract. Therefore, please elaborate how can the copies of insurance policies be submitted with bid.A 18. Please note that if currently you have any valid insurance policy available (for example Insurance of your equipment or site vehicle etc) you can mention it on Returnable Bid Schedule 7. But in case if you are not in posesseion of any insurance policy you can mention on the Returnable Bid Schedule 7 that in case of award of contracct you will provide the required insurance policies.

New clarification added: Q 16. I would like to know if a joint venture can take place if secondary partner has not a valid PEC license. However, the main bidder has valid license. Will the submitted bid would be considered acceptable.A 16. Please refer to the evaluation criteria "Bidder is legally registered in Pakistan and hold a valid license of Pakistan Engineering Council (PEC) license in category C-4 or above" therefore by the time of evaluation of bid the bidder must be hold a valid license so the bid could qualify against this criteria

New clarification added: Q.1) If bid can be submitted for single LOT or apply for all lot is mandatory. A1. It is not mandatory for a contractor to sumbit the bid for all Lots, a bidder can also apply for single lot.Q.2) Can bid security be submitted in form of CDR OR INSURANCE BOND or only Bank Gaurantee is mandatory the A2. Bid security is required in the form of bank guarantee.Q.3) I would also like to know if P.E.C certification is necessary for participation or individuals can also apply. Reason I am asking is that we are construction firm registered with Pakistan engineering council and have recently applied for our license renewal, which is gona take a month or so atleast. A3. Valid PEC license is mandatory for participation in the tender.Q.4) we would also like to know if UNOPS is following Punjab and Sindh latest MRS for these contracts or any other department MRS. A4. UNOPS has prepared its own cost estimates through recent market survey and also encourage the bidder to prepare their bid as per current market prices. Q.5) Guidance is requested, we are applying for single lot for Punjab province. Can we apply with C-5 license. A5. The minimum requirement of PEC license is C-4, whether the bidders is applying for one or more lots. Q.6) Please check, LOT 1 BOQ is not getting open. A6. Extract the file from Zip folder and copy it to the desktop. It will be opened quickly. Q.7) The requirement of Performance Security only in the form of Bank Guaranttee is not tenable. Which means Contractor has to deposit 100% cash in his Bank to get that Bank Guaranttee. So in this competitive process with lowest possible rates, a contractor who only expects 10% or less as profit honestly wouldn't give 10% Bank Guaranttee as advance. Please confirm whether there is any possibility to change this requirement. ThanksA7. The tender requirements are Bank Guarantees (for Bid Security, Performance Security and Advance payment Security). The bidders must not deviate from the UNOPS templates.
