Background:

In the World Health Organization (WHO) Regional Office of the Western Pacific, the Health Information and Intelligence unit (HII) supports countries in strengthening their health information systems (HIS) including enhancing capacity for monitoring progress toward Sustainable Development Goals (SDG) and Universal Health Coverage (UHC). HII works with countries to promote the efficient collection and use of quality data by sharing indicator standards and tools for data analysis which are hosted on the regional information platform. The regional information platform will be redesigned to meet the evolving information needs of countries in the Region.

Purpose:

Under the guidance of HII Coordinator, the candidate will provide technical support on digital health strategy development and implementation in countries in the Western Pacific Region. The main expected outcomes include advising and supporting digital health policies and implementation in Member States, identifying global and regional digital health good practices, advancing capacity building on digital health in the region and providing technical support on use of ICT and other innovative digital solutions for improving health services in countries and areas in the region.  

 

Tasks:

Technical support

  • Support cross-sectoral engagement and collaboration with the Member States and partners on digital health development in the region.
  • Identify global and regional practices and experience on digital health and knowledge transfer in the regional context.
  • Contribute to the development of tools and technical documents in enabling, adopting and assessing digital health.
  • Facilitate regional peer learning and sharing that can be served as a platform to advance institutional capacity in the Member States on digital health development.
  • Raise and facilitate the organizational-wide coherence and collaboration on digital health initiatives.
  • Any other tasks required by the Coordinator.

 

Country Support

  • Actively engage, coordinate and support Member States’ requests on digital health.
  • Provide technical support to the Member States in the region on digital health and/or e-health strategy development and implementation based on evidence and good practices. 
  • Provide technical support and guidance on the key elements of national digital health development including policy development, governance, planning (e.g., blueprint, costed roadmap), system adoption and capacity building at the country and regional level.

Required profile of the consultant:

Track record of leading or supporting Digital Health programmes at national and international level. Good practical knowledge on supporting countries and regions in developing and implementing digital health strategies and policies. Good experience in improving country capacity on digital health development, policy, management, implementation. 

Good cross-sector knowledge of the project and programme management in digital health and Health Informatics, including assessment, planning, development, implementation, operations, and maintenance.

 

Education/qualifications

Essential:  Advanced degree in public health, health informatics, information technology, business management or related field from a recognized university.

 

Desirable:  Masters/PhD degree or qualification in a field related to digital health (e.g., informatics, health ICT governance, clinical architecture, data science).

 

Experience:

Essential: At least 7 years of public health or digital health implementation and management working experience. 

Desirable: An extensive experience in public health or digital health at international level especially in developing countries.

Languages:

Excellent knowledge of spoken and written English. Working knowledge of a UN language is an advantage.

Other Skills:  Proficiency in standard MS Office applications and skills in database, spreadsheet and statistical programmes.
