United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:

  1. OBJECT OF THE HIRING
  2. General Objective

To explore the use made by teachers of educational materials, of two curricular areas in the IIEE of the three levels (early, elementary and high school) through a qualitative study in three regions of Peru.

  1. Specific Objectives
  • Describe what educational materials are used in the IIEEs of the prioritized Curricular Areas.
  • Explore how teachers use instructional materials in learning sessions in the prioritized areas.
  • To learn the perceptions of teachers regarding educational material and the reasons for the use, or not, of this of the prioritized areas.
  • Identify the key factors that contribute positively to or hinder the use of educational materials in IIEEs.
  • Formulate (1) specific policy recommendations and on the characteristics or criteria that should be considered in the development of materials (e.g. content or structure of texts), (2) recommendations for early and in-service teacher training on the use of educational materials, and (3) recommendations of dimensions and variables to consider for future research on educational materials.
  1. GOAL

The institution should develop the study of the materials of the early level and of the texts used in the elementary and high school levels, in two curricular areas of the 18 modular codes that are selected in the 3 regions of the country.

  1. ACTIVITIES

The Institution shall carry out the following activities to achieve the objectives:

  • Working meetings with the DIGEBR and its directorates, which should be held regularly every fortnight, and at the design stage should take place more frequently. In the case of meetings with the Main Operational Directorates, coordination will always be carried out in coordination with and with the intermediation of the DIGEBR.
  • Development of a work plan to be approved by UNESCO and DIGEBR, which should include at least the following:
    • Schedule with the detail of tasks per week, specifying the maximum deadlines for the execution of each stage. This schedule should include meetings with the DIGEBR, weekly or fortnightly. These meetings will be coordinated and facilitated by the DIGEBR and UNESCO's Project Co-ordinator and specialized team. The purpose of the initial meetings will be to define the dimensions and categories of the study, validate the instruments and organization for the field work and then move on to meetings to review and discuss the findings.
    • The set up of the work team, the organization, positions, functions and responsibilities of each member.
    • Methodological guidelines: methodology, techniques and instruments to be used and the structure of the final report, which must be validated by DIGEBR.
  • Elaboration of the structure of the final report for validation by UNESCO and DIGEBR
  • Literature and policy review that should include the following:
    • Normative documents on educational materials.
    • Research and studies on the use of educational materials.
    • National Curriculum of Basic Education and other complementary documents.
    • Educational materials from the prioritized areas. Two curricular areas should be prioritized at each level, which should be validated by UNESCO and DIGEBR.
  • Preparation of the sample design, which must be approved by DIGEBR and UNESCO, and must include the following:
    • Various actors of the educational community (students, teachers, principals, specialists) and of the diverse instances of educational management (Regional Directorate of Education-DRE, Local Education Management Unit-UGEL and IIEE).
    • Focus on 18 different IIEE modular codes (6 from early, 6 from elementary and 6 from high school).
    • Modular codes must belong to three (3) regions (coast, highlands and jungle). The Lima Metropolitan Area will represent the coastal region.
    • Both urban and rural areas should be considered in each region.
  • Preparation of a Matrix of dimensions or lines of study (pedagogical practices, management practices) and their categories to explore, which must be validated by UNESCO and DIGEBR.
  • Design of instruments (interview guides, observation instruments, among others), which must be validated by UNESCO and DIGEBR.
  • Design of procedures for the application of instruments.
  • Process of validation of instruments and application protocols.
  • Adjustments to the application instruments and protocols after the validation process
  • Training in the use of instruments by field specialists.
  • Fieldwork logistics.
    • The DIGEBR will elaborate the official letters and/or letters of presentation addressed to the IIEEs, DREs and UGELs that conform the sample. 
  • The institution shall be responsible for establishing contact with, and explaining the objective and methodology of the study to, the directors of the IIEEs and decentralized educational instances.
  • Information gathering.
    • For the collection of information, at least nine (09) field specialists will be hired to interview, observe and record the information into the corresponding instruments/formats.
  • Elaboration of field reports.
  • Systematization of the information collected.
  • Analysis of results
  • Submission of the final report and the systematized information.
  • Results presentation meetings. These meetings will be attended by at least DIGEBR specialists, Main Operational Directorates and UNESCO specialists.
  1. OUTPUTS

The Institution is expected to develop the following products:

  • Product 1: Work Plan
    • Description of the activities to be carried out.
    • Detailed schedule
    • Methodology and the list of instruments to be applied.
    • Structure of the Final Report
  • Product 2:
  • Qualitative Study (preliminary report) on the use of educational materials in educational institutions at the early, elementary and high school levels, containing:
    • Review of literature and regulations.
    • Matrix of dimensions or lines of study.
    • Instruments and materials to be used for the collection of information.
    • Protocol of use of the prepared instruments.
    • Design of and training materials.
  • Product 3:
  • Qualitative Study (final document) on the use of educational materials in educational institutions at the early, elementary and high school levels, containing:
    • Final report with analysis of the results.
    • Systematized information.
    • Field reports.

These products must be sent according to the following detail:

  • Two (02) copies in digital version on CD and USB.
  • Two (02) copies in printed version.

Also, indicate that the product that makes up the object of this service must be delivered to in the Reception Desk of UNESCO in a sealed envelope, according to the security protocol established by the confidentiality of information.

  1. INPUTS

MINEDU, through DIGEBR, will provide the following inputs:

  • Guidelines for the provision of educational materials for Basic Education.
  • Normative documents on educational materials (resolutions issued, technical standards, etc.).
  • List of materials provided by MINEDU for the areas of study.
  • List of educational institutions eligible for qualitative study.
  • Official Letters and/or letters of presentation to the educational institution.

Type of Institution

Institution or civil association dedicated to social or educational research. Public or private university with experience in social or educational research. If it is an international institution, it must accredit an office or representation in the country.

Expertise in social or educational research

Minimum accumulated institutional experience of four (04) years in carrying out studies, research and/or consultancies in education and/or educational policies.

Experience of four (04) or more years in program evaluation and/or implementation of qualitative studies, preferably including the topics of educational materials or curriculum implementation.

Experience in carrying out at least four (04) studies and researches that include qualitative analyses in the field of social sciences or education, of national and/or international scope.

Experience in the planning, organization, execution and evaluation of at least five (05) processes of design, development and validation of instruments for the field of social or educational sciences.

7.2.Technical proposal

The technical proposal must include:

  • Objectives and requirements as set out in the Terms of Reference. The scope of the task must be well defined. Coherence between the objectives, activities and schedules set out in the ToR.
  • Logical sequence for carrying out activities that guarantee compliance with deadlines, presented in a timetable.
  • Methodology for the design, validation and application of instruments. Strategies to use for the intervention.
  • Detail the description of the work team, positions, responsibilities and functions assigned to by each member.

Academic Education and/or Studies

Postgraduate studies in Educational Policies or Psychology or Sociology or Education.

Experience

General professional experience of at least eight (8) years.

To have carried out, as principal investigator, at least five (05) investigations and/or studies and/or consultancies related to the problem of educational materials and/or learning and teaching practices and/or public policies in education and/or evaluation of programs in the last five (05) years (desirable). Only those works, which have collected and analyzed primary information on educational variables, are considered investigations or studies.

To be a stable member of the IO for at least five (05) years, and must demonstrate their link to the IO through ad-hoc documentation (contracts) (desirable).

To have published (as author or co-author) at least five (05) research and/or studies on educational topics preferably on educational materials and/or classroom teaching practices-during the last 5 years-in books, book chapters or scientific articles in national or international academic journals (desirable).

 
  • Research Assistant

To have participated in three (03) researches and/or studies on educational topics or educational policies of national or international scope in the last five (05) years (desirable).

Have at least two (02) experiences in research and/or qualitative studies. 

To have published (as author or co-author) at least two (02) research and/or studies on educational.

7.4.Economic Proposal

For the purposes of making the economic proposal, the contractor must consider the following:

  • Submit the economic proposal in a separate sealed envelope.
  • The proposal must be submitted including all costs.
  • The economic proposal should provide a detailed breakdown of costs, considering expenditures on human resources, outsourcing of services (e.g. interviewers) and other operational expenditures.

 

It is required to use the UNESCO format for the submission of the economic proposal, included in the Request for Proposal - RFP. This document should be requested from UNESCO.

  1. TIMING

The service provided by this consultancy will have a maximum duration of 100 calendar days, counted from the signing of the contract and the handing over of inputs to the consultant.

The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.

The sealed tenders must be delivered to the UNESCO Lima Office; address: Av. Javier Prado Este 2465, Ministerio de Cultura, piso 7, San Borja, on or before 04/09/2019 at 12:00 hours (Lima time), in strict compliance with the instructions as stipulated in the Solicitation Documents.

UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
