New clarification added: Dear Procurer Annex 1 of the Contract for Professional Services allows the Bidder to propose amendments to the General Conditions of the Contract. At the same time:- "Form B: Proposal submission form" contains the following statement: "We offer to supply in conformity with the Bidding documents, including the UNOPS General Conditions of Contract and in accordance with the Schedule of Requirements", and- evaluation criteria at the e-Sourcing platform contains the following knock-out criterion: "Bidder accepts UNOPS General Conditions of Contract as specified in Section IV: Contract Forms". Given this, please clarify whether the Bidder will be subject to disqualification if it signs the "Form B: Proposal submission form" and at the same time proposes amendments to the General Conditions of the Contract for Professional Services for consideration by the Procurer?_______________________________Dear Bidder,Thank you for your inquiry.Bidders must accept UNOPS General Conditions of Contract in order to qualify during Eligibility and Formal Criteria Stage. New clarification added: Dear all, We would like to gain understanding on whether the consulting services under this assignment are taxable with VAT, therefore could you please clarify the further matters:1. Do we understand correctly that the assignment can be treated as the international technical assistance for Ukraine from the Ukrainian taxation system perspective? If yes:1.1. Was there a respective Project registered with the Ministry of Economic Development and Trade of Ukraine (hereinafter - "MERT")? Is this assignment covered by the specific registered Project? We would appreciate if you could share with us the Project itself or a link to it online.1.2. Was there a Purchase plan prepared (i.e. the list of goods and services the purchase of which is financed by the international technical assistance funds)? Is this assignment covered by the specific registered Purchase plan? We would appreciate if you could share with us the Purchase plan itself or a link to it online. 2. If the assignment is not considered to be the international technical assistance or/and documents mentioned above were not prepared and registered with MERT, do we understand correctly that the consulting services under this assignment are taxable with VAT 20% in accordance with the Ukrainian legislation?_____________________________Dear Bidder,Thank you for your request. Do we need to have prior engagements with UNOPS to be considered a UNOPS vendor? 2. New clarification added: Please clarify whether the Contractor needs specific insurance for this Contract? It is worth mentioned that our company has general professional indemnity insurance. Aside from that all of our employees have medical insurance. Thank you!___________________________________________Dear Bidder,Thank you for your request.
