New clarification added: Q8. One of the required documents to submit is a license to operate drones in Sierra Leone. As it stands, there is no framework for international firms to apply for a license online.A8. The cruteria is amended to read, " The bidder should have a valid certificate to operate the drones and satellite services in Sierra Leone issue by Government of Sierra Leone or its relevant agencies or submit a confirmation committing the company williningness to secure the necessary certificate to operate the drones and satellite services in Sierra Leone issue by Government of Sierra Leone or its relevant agencies" See Amendment 2 to RFQ for details.

New clarification added: Q7 Is this RFQ solicitation for local companies or international companies can also submit quote?A7. As requested in the RFQ eSourcing qualification under Criteria, bidder should should be legally incorporated in Sierra Leone. A joint venture with the local company with relevant experience is acceptable, bidders to complete Form F: Joint Venture Partner Information Form if applicable and also the bidder should have a valid certificate to operate the drones and satellite services in Sierra Leone issue by Government of Sierra Leone or its relevant agencies.

New clarification added: Q6. Reference to the RFQ, We want to find out if the submission date can be extended?A6. The RFQ quotation submission date is extended to 25 June 2019 at 12:00 UTC and with the tender clarification date also extended to 20 June 2019. Please see Amendment 1 to the RFQ.

New clarification added: Q4. Under the Key equipment and tools, the listed equipment are suppose to be batteries operated or equivalent (to sustain at least 4 hours operations). Does this requirement applies to the drones (electronic) that can continuously work for four hours, which can use fuel cell or portable electric generator??A4. The requested equipments/drones are suppose to be supported by adequate number of batteries or equivalent to sustain at least 4 hours operations.Q5a. How large is the mapping area in Section 2, where is the site, is it plain or hill, what is the elevation, how is the working environment, is there wind and dust, how about the humidity and what are other environmental conditions.A5b. There is no specfic details of the locations but the services will be in Sierra Leone for UNOPS current and future projects. The objective of the solicitation is to eastablish a non-exclusivity Blanket Purchase Agreement (BPA) with the selected company, where UNOPS may request the stated Services as and when thet are required, for the duration of the agreement. Q5b. Since fixed wing drones are preferable over large areas whereas multi-rotor is suitable for small areas, from Q5a what type of drones will be used?A5b. The details stated in Section No 3 - Key equipment and tools are the minimum requirement requested under the RFQ to deliver the requested services.

New clarification added: Q3. Form C: Technical Quotation Form，please find our clarifications as follows：Q3a. Is the flight service specified in Section 2 completed with the drone and other products listed in Section 3, or an individual flight service requirement?A3a. Yes, the services listed in the No.2 of a. Technical Requirement and Comparative Data of Form C: Technical Quotation Form (RFQ Section III) and Section II schedule of requirement are expected to be completed upon request. The requirement stated under No.3 (section 3) - Key equipment and tools and No.4 - Key personnel are RFQ minimum requirement to deliver the requested services in the RFQ as stated. Bidders are requested to use Form B - Price Schedule Form to submit rate/unit cost of providing the stated services per the unit of measure (UoM) stated for each line, taken into consideration all the associated cost of providing the services. Q3b. Does the drone listed in Section 3 have requirements in size, take-off/landing approach and engine type (fixed wing/multi-rotor/helicopter); Electric drone that can continuously work for four hours can use fuel cell or portable electric generator. Fuel cell is preferable.A3b. The details stated in Section No 3 - Key equipment and tools are the minimum requirement requested under the RFQ. Bidders are requested to provided details of their offers under column ---- "Details of goods offered, Bidder to complete; [Insert respective details and exact specifications of the offered product, including brand, model, as applicable] "Q3c. Bidders are encourage to check the RFQ for any amendments or changes before submitting their quotations.

New clarification added: Q2. Will the tasks listed in the BPA (Capture baseline/pre, mid and post-project Satellite images) require new satellite images to be taken as of the date and time of the request? A2. Yes, the services listed in the BPA will be requested as and when needed. The service provider shall provide "NEW" satellite images / report.As stated in the ToR under section 10 - Contract modularity and Management, "Call Off Order (Mechanism) and prices: Once the BPA is signed, if there is a specific requirement for Provision of UAV/Drone Services, the UNOPS appointed focal person shall issue a release Purchase Order (PO) to the supplier (Service Provider). The PO will include details of services to be provided and other practical details. The pricing will be based on prices in the BPA contract as quoted in this RFQ".

New clarification added: Q1. Please it is possible to extend the submission deadline as the time is short. A1. As at now, there is no plan to extend the submission deadline further.There will be a clarification meeting onTuesday 11 June 2019 at 2:00 p.m. at the UNOPS-Freetown Office, located at 58 Sir Samuel Lewis Road, Aberdeen, Freetown.Bidders outside Freetown May join the meeting through skype id: //join.skype.com/gGRUHNfRTNlnPlease note that the clarification meeting is Not Mandatory but bidders are encourage to participate.
