The International Telecommunication Union (‘’ITU’’) issues the present Invitation to Bid to appoint a company for the provision of equipment, technologies and services for its project IRDTC (International Research, Development and Testing Centre). For more information about the specific Deliverables to be provided please see Part IV to the Invitation to Bid (‘’Technical Specifications’’). All goods shall be delivered to:

Bidders must be aware that any Contract resulting from this Invitation to Bid shall contain the ITU General Conditions of Contract for the Provision of Services and Goods (Annex 3) and any other specific terms and conditions detailed herein.
UNGM registration and access to the Invitation to Bid: The present Invitation to Bid is issued by means of a secured web-based e-tendering tool (In-tend) which is interfaced with the United Nations Global Marketplace (UNGM). To access the Invitation to Bid Document, address any correspondence to ITU, consult any updates, and submit a Bid, Bidders must be registered in UNGM (at least at the Basic registration level) following the Bidder Registration Process at the following link:

Bidders may contact UNGM technical support (registry@ungm.org) for assistance during the registration process. It is highly recommended to insert at least the following UNSPSC codes: 43000000, 43190000 and 43200000. Once registered and logged-in on UNGM, select “Tender Notices” on the left menu, click on “Show More Criteria” and insert “ITU” in the ‘’UN Organization’’ field. A list of ITU’s recent solicitations will appear.
Request for clarifications and Bid submission: Bidders requiring any clarification about the Solicitation Document, or the solicitation process itself, shall submit their queries in writing via In-tend’s “Correspondence” tool only by the deadline of Friday, 17 May 2019 at 15:00 hours (Geneva Time).Bids must be submitted electronically as a searchable PDF file via In-tend by the deadline of Friday, 31 May 2019 at 15:00 hours (Geneva Time) as prescribed in Section 6 below. ITU reserves the right to disqualify any Bid transmitted in ways other than through the In-Tend “return tool”, including but not limited to: registered mail, facsimile, e-mail, the In-Tend “correspondence tool” or hand-delivered.
Solicitation Document amendments and other notices: ITU reserves the right to amend the Invitation to Bid prior to the Bid Closing Date. Accordingly, Bidders shall check periodically if any amendments or communications have been posted on In-tend.
