Provision of the IT solution and Hardware for the Office for Democratic Institutions and Human Rights (ODIHR)

Office for Democratic Institutions and Human Rights (ODIHR) is seeking a company that will provide support Election Observation Missions through its established mechanisms of data transmission using digital pens and paper. This will include the delivery of a complete, secure and user-friendly IT solution to support the collection of data from ODIHR observers that is then transmitted to ODIHR’s server in real-time allowing for immediate analysis, while also facilitating long-term retention and access to the gathered data, allowing for the possibility to migrate to a cloud-based solution (managed by ODIHR) or an SAAS model in the future. The system should be compatible with ODIHR's existing equipment: smart phones with Android operation system and its server requirements. The Bidder will also be expected to provide (rent to ODIHR) a minimum of 500 digital pens to ODIHR upon immediate request and to ensure their proper functioning and maintenance as part of its support package.

Expected contract duration: 1-year contract with possibility of extension up to 5 aggregated years. Expected month of commencement: September 2019; end date: August 2024.
