Minutes of Pre-Bid Meeting - LRPS-2019-9148625  27 Schools in Shekhan Bardarash and Dohuk

A meeting was held with companies inside UNICEF Duhok Office 15th of May at 11AM.

 

UNICEF welcomed the companies that attended the pre-bid meeting and explained to them the reason for participating in these meetings is to increase the level of quality in submission of their proposal.

In the meeting, all the tender documents were explained. UNICEF went through all annexes and explained the importance of the technical evaluation. It was explained to the contractors that a minimum score of 65 out of 100 is required in the technical evaluation to be considered for financial evaluation.  All criteria must be met to qualify for the financial evaluation to be considered. UNICEF will accept the lowest priced technically compliant offer. The method of submitting the offers was also explained.  Companies are required to submit two separate emails (technical proposal and financial proposal). The companies must comply with the technical requirement and submit full set of document as mentioned in the TOR (terms of reference).

As for the financial proposal, the required annex must be filled out and sent to UNICEF in Excel format & PDF signed and stamped.  The awarding of the tender (as per TOR) will be per group and not per school.

UNICEF technical engineers will be working closely with contractor and their site engineers and establish necessary link with DoE technical engineers who will be also be involved in monitoring.

UNICEF officials must be informed of any issues that can’t be addressed on the site. These issues will be addressed to the relevant department key staff.

UNICEF officials has requested the companies to focus on the evaluation criteria and provide the supporting documents for each point.

 

Question and answers:

  1. Can we visit the sites for us to know the requirements and submit a better price?

Answer: UNICEF has requested companies that are willing to visit the site to inform UNICEF officials on the date and time and we will assign a focal point from the site.

  1. Who will supervise the project and coordinate with the companies?

The project will be supervised jointly between DOE Duhok and UNICEF and the companies should not coordinate or be in touch with other persons like schools’ principal, mayor, etc…

  1. The payment schedule will be as follows:
  • Duration of project is 100 Days;
  • 5 days after the signing of the contract, the company is required to submit a bank guarantee. This will be used as a performance guarantee and liability period. Once the work is completed, the warranty period will be for 6 months. After the completion of the warranty period, the bank guarantee will be returned.
  • 60 % of the work then the contractor submits invoices for 50 % of total amount;
  • 100 % of the work then the contractor submits invoices for 50 % of the total amount;
  • The contractor must provide full documents to register the company in the system;
  • The company will bear bank commission rate related to transferring funds from UNICEF to company;
  • Invoices will be processed as per actual work achieved and contracts are not lump sum agreements.

At the end of the meeting, UNICEF team extended their appreciation to the vendors for accepting the invitation for the Pre-Mid meeting of above subject.
