Kindly find below the minutes of pre-bid meeting LRPS-2019-9148468 for Construction of two water supply systems in Sumail District, Duhok governorate and Rehabilitation of old left side water treatment plant in Mosul city
A meeting was held with different vendors inside UNICEF Office in Duhok on Tuesday 8th May 2019 at 10:00AM.
UNICEF welcomed the companies that attended the pre-bid meeting and explained the importance for the companies to participate in these meeting to increase their level of quality in submission of their proposal.
In the meeting, all the tender documents were explained. UNICEF went through all annexes and explained the importance of the technical evaluation. To be considered for financial offer, a company must obtain at least 65 points out of 100. Companies are required to submit two separate emails (technical proposal and financial proposal). The companies must comply with the technical requirements and submit full set of documents as mentioned in the TOR (terms of reference) and the evaluation criteria.
Vendors were advised to submit their proposal in 2 separate email (Technical and financial) to the email address mentioned in the tender document.
Kindly find below answer to questions that were raised by some vendors.
- Question: Pipes origin if Saudi made not available in the market?
Answer: Change has been made in the BoQ and added (or equivalent) see attached revised BoQ.
- Question: At which stage the performance guarantee letter is required?
Answer: Performance guarantee of 10% of total value of the contract is required to be submitted to UNICEF within 5 days of signing of the contract and payment will not be processed without the bank guarantee. Payment of the performance guarantee will be returned six (6) months after hand over of the project to UNICEF partners.
- Question: Address of a focal point in Ninewa governorate to conduct a site visit prior submit the offer.

- Question: Technical offer. You mentioned in the technical meeting on 8/5/2019, Companies needs just to pass the technical evaluation which is 65 % , There is no score on technical offer, so how can you evaluate companies, who gets 99% and companies gets 65 %. Do you mean they are in same level of technical evaluation? We hope there will be a score on technical evaluation.
Answer: By policy, UNICEF has the right to evaluate companies as it sees fit. There are many different evaluation methods in our tendering process. For efficiency, effectiveness and best value for money, we are choosing to go with the lowest technically compliant offer.
